TOPEKA, Kan. — Following a debate over proper terminology, the Topeka City Council voted to convey a city-owned, 0.13-acre parcel at 1196 S.W. Lane St. to the Tennessee Town Neighborhood Improvement Association at no cost. Council members first passed an amendment 8-2 to legally define the space in the agreement as a "pocket park" or "community garden." Supporters of the amendment argued the term "pocket park" better reflects the neighborhood's vision for a landscaped, passive gathering space, while keeping the legal definition broad enough to prevent the land from prematurely reverting back to the city.
S.E. Second Street parcel sold to adjacent property owner
TOPEKA, Kan. — A 1.01-acre unbuildable parcel at S.E. Second Street and Norwood Street will be sold to an adjacent property owner for $1,500 following a unanimous Topeka City Council vote. The buyer has maintained and mowed the city-owned, flood-prone property for 25 years at his own expense, saving the city maintenance costs. The sale will officially return the long-vacant land to the Shawnee County property tax rolls.

TOPEKA, Kan. — The Topeka City Council approved the 2027-2036 Capital Improvement Plan (CIP) and 2027-2029 Capital Improvement Budget after a motion was made to split the measure into two separate votes. The primary CIP, excluding the newly accelerated S.E. 29th Street interchange project, passed 8-2, with two council members dissenting over concerns regarding street repair funding and budget transparency. A subsequent motion to officially include the 29th Street project in the finalized CIP also passed 8-2, with two council members voting against it.

TOPEKA, Kan. — The Topeka City Council voted 9-1 to amend the Capital Improvement Plan to accelerate the construction of a new Kansas Turnpike Authority (KTA) interchange at S.E. 29th Street. The $18.45 million project, funded approximately 80 percent by the city and 20 percent by the KTA, will advance from an original 2030 start date to a 2026-2028 timeline. Proponents, including local business leaders and the Greater Topeka Chamber of Commerce, argued the project will spur immediate economic development and ease traffic near Lake Shawnee. One council member cast the lone dissenting vote, expressing concern over the city's current budget uncertainties and the financial impact of advancing the debt service.
Downtown Business Improvement District reports increased revenue, requests 2027 budget
TOPEKA, Kan. — The Topeka City Council heard a presentation from Downtown Topeka Inc. (DTI) requesting approval of a $240,000 budget for the Downtown Business Improvement District in 2027. DTI Manager of Downtown Topeka and River Strategies Jessy Moreno reported the organization exceeded its $200,000 collection goal for 2026 by bringing in $211,000 after overhauling the district's outdated billing information. The funds will continue to support district maintenance, programming and safety enhancements, which recently included the integration of a new security camera at the intersection of Eighth Street and Kansas Avenue to connect with the city's Real-Time Crime Center.
