District adjusts start dates for Felten and O'Loughlin elementaries
HAYS, Kan. — Superintendent Ron Wilson announced staggered start dates for the upcoming school year to accommodate the massive move-in process for newly constructed and renovated buildings. Hays High, Hays Middle School and Roosevelt Elementary will begin on schedule on Aug. 19. O'Loughlin Elementary will start Aug. 20, while the completely new Felten Elementary will delay its opening until Aug. 25. Wilson cited the need for extra time for staff, movers and teachers to set up the new Felten building, assuring the board that students will not need to make up the missed days.
$231,000 approved for Felten Elementary kitchen HVAC
HAYS, Kan. — The board unanimously approved a $231,967 bid from a local contractor to replace the rooftop heating, ventilation and air conditioning units for the Felten Elementary kitchen. District staff noted the current units are roughly 20 years old, lack proper dehumidification capabilities and were causing moisture and mold issues that threatened to shut down the kitchen. The replacement will be funded using district bond funds.
Board approves relocation of playground equipment to Felten
HAYS, Kan. — Playgrounds from the former Lincoln and Wilson elementary school sites will be relocated to the new Felten Elementary site following the board's unanimous approval of a $47,808 bid from Commercial Builders. The project will pull previously dismantled equipment out of storage and move other equipment across the street. District officials hope the installation will be completed before the school year begins so students have immediate access to recess facilities.
Bids for former Felten property tabled for further review
HAYS, Kan. — The board voted 5-2 to table three bids for the former Felten property to gather more information on projected property tax revenues. Bids for the land included $238,000 from a developer, $300,000 from a local contractor and a high bid of $410,000 from another development group, which proposed building a retirement community on the site. Board members expressed a need to carefully weigh the immediate cash offers against the long-term, recurring tax revenues that would be generated by the varying densities of the proposed housing developments.
Board signals intent to close Rockwell Administration Center
HAYS, Kan. — The board unanimously approved a resolution declaring its intent to close the Rockwell Administration Center as a special education attendance center and district office by the summer of 2027. The procedural vote triggers a mandatory 45-day notification period with the Kansas State Board of Education. A formal public hearing and final vote on the closure and potential liquidation of the property will take place at the board's Aug. 17 meeting.
Board notifies county of intent to exceed revenue neutral rate
HAYS, Kan. — The board will formally notify Ellis County Clerk Bobbi L. Dreiling of its intent to exceed the revenue neutral rate for the upcoming fiscal year, driven by a 1.3 percent increase in county property valuation and decreased equalized state aid. According to district finance officials, the proposed mill rate of 54.442 would result in roughly a $90 annual tax increase for a $216,000 home compared to fiscal year 2024. Several board members debated the local tax burden versus the need to maintain the district's newly built and renovated assets. A formal budget hearing is scheduled for Sept. 8.
Board accepts $154,000 grant for new tennis courts
HAYS, Kan. — The Unified School District 489 Board of Education received a $154,000 check from the United States Tennis Association and USTA Missouri Valley to help fund the district's new tennis courts. A representative of USTA Missouri Valley presented the check to the board, thanking the district for investing in the community and noting the long-term health benefits of the sport.
"Boost" grade intervention program sparks debate
HAYS, Kan. — A first reading of the student handbooks triggered a lengthy debate regarding the high school's "Boost" program, an intervention that allows failing students a brief window to raise their grades to passing levels at the end of the semester. Two board members questioned whether the program rewards poor semester-long effort and lowers academic standards simply to increase graduation rates. District administrators strongly defended the program as a necessary safety net to help struggling students cross the finish line, emphasizing that new handbook language adds stricter accountability measures for participation. The handbooks will be up for a final approval vote on Aug. 17.
District retains legal counsel contract following cost debate
HAYS, Kan. — The board approved a contract renewal for board attorney Bill Jeter in a 6-1 vote, surviving an earlier 5-2 failed motion to table the item. Board member Allen Park suggested tabling the contract to explore cost-saving measures, noting the district's reduced meeting schedule and access to the Kansas Association of School Boards' legal fund. Other members defended Jeter's local municipal expertise, availability and value to the district. Jeter noted his firm is currently transitioning another attorney to handle more of the district's legal work as he looks to slow down his practice.
