Shawnee County Commission Summary

County probes event venue for zoning, liquor violations

Nearby residents demand action on late-night noise

Commission approves pilot therapy program for juvenile offenders

1. County probes event venue for zoning, liquor violations

TOPEKA, Kan. — Following a barrage of public complaints, Shawnee County officials revealed an unnamed event venue is under investigation for potential zoning, fire code and licensing violations. Joni Thadani, director of land use and development, told commissioners the venue is allegedly operating as a bar and dance hall instead of a contracted reception center, which would violate its current zoning and require a conditional use permit. Staff are investigating the owners for unapproved caterer's liquor licenses, unpermitted RVs and porta-potties on the property, and possible lack of fire code compliance, which could lead to a civil lawsuit from County Counselor Rich Eckert's office.

2. Nearby residents demand action on late-night noise

TOPEKA, Kan. — Shawnee County residents living near the investigated event venue pleaded with commissioners to address excessive late-night noise and flashing strobe lights. Multiple neighbors reported loud music and thumping bass routinely keeping them awake until 3 a.m. on weekends. Residents urged the commission to enact a noise ordinance or enforce existing public nuisance laws.

3. Commission approves pilot therapy program for juvenile offenders

TOPEKA, Kan. — The commission unanimously approved a $30,360 memorandum of understanding with [Behavioral-Health Provider Name] to implement a family-focused therapy pilot program. Shawnee County Juvenile Services Division Manager Erin Hicks said the state grant-funded initiative will provide mental health assessments and 12 to 20 individual, trauma-responsive psychotherapy sessions for youth supervised under the county's juvenile intensive supervised probation program. The pilot is expected to serve 10 to 11 local youths in its first year.
