Commissioners criticize state revenue neutral rate process

SHAWNEE COUNTY, Kan. - The Shawnee County Board of County Commissioners unanimously approved a resolution Tuesday notifying the Shawnee County Clerk of its intent to exceed the revenue neutral rate, a procedural step required by state law as the county finalizes its 2027 budget. The move does not officially set the tax rate but establishes a maximum possible budget threshold. A public hearing on the revenue neutral rate has been scheduled for 9 a.m. Sept. 3.

During discussions, frustration was expressed with the state-mandated notification process, with arguments that it creates confusion for taxpayers. Because the county is required to declare its intent to exceed the rate before departmental budget hearings are completed, the initial notices mailed to residents reflect a "worst-case scenario" rather than the actual proposed budget. It was noted during the meeting that residents often mistake the informational notice for a finalized tax bill, with a warning that the initial estimates will likely be reduced before the budget is formally adopted in September.


County braces for future tax notification mailing costs

SHAWNEE COUNTY, Kan. - Shawnee County may soon have to shoulder the financial burden of mailing state-mandated revenue neutral rate notifications to taxpayers. Shawnee County Financial Administrator Jennifer Sauer noted that the state has been reimbursing the county for the mailings on a year-to-year basis, but a bill that would have permanently funded the notifications failed in the latest legislative session. If the state ceases reimbursement, the county will have to absorb the estimated $40,000 to $60,000 annual expense within its general services budget next year.


Residents urge county to follow city lead on data center moratorium

SHAWNEE COUNTY, Kan. - Multiple residents urged the Shawnee County commission to enact a 12-month moratorium on data center developments, mirroring a unanimous vote recently passed by the Topeka City Council. Citizens expressed concerns over a proposed data center development south of the city, citing potential noise pollution, environmental impacts and what commenters described as a lack of transparency regarding land acquisitions. Residents argued that the county should pause any agreements or building permits until the city establishes finalized development guidelines within its three-mile extraterritorial jurisdiction.


Over $2.8 million in county vouchers approved

SHAWNEE COUNTY, Kan. - The commission unanimously approved more than $2.8 million in voucher payments Tuesday, clearing several major infrastructure and equipment expenses. Significant expenditures included a $546,959 final payment to Kings Construction for the completion of the Auburn Road project between 29th Street and K-4. Additionally, the county approved a $484,792 payment to a vendor for a new paint striping truck, utilizing special public works and capital outlay funds.


Contractor awarded North Annex repair contract

SHAWNEE COUNTY, Kan. - A $29,690 construction contract was awarded for repairs to the east parking lot at the Shawnee County North Annex. The project will include pavement repairs as well as the addition of a new sidewalk and stairs to improve pedestrian safety between the parking lot and the building. Shawnee County Public Works Director Curt Niehaus noted that the county received eight highly competitive bids for the project, which is expected to begin in late July or early August.


Health department to temporarily close 10th Street immunization clinic

SHAWNEE COUNTY, Kan. - The Shawnee County Health Department's immunization clinic at its 10th Street location will be closed for appointments and walk-ins Tuesday, July 21. Shawnee County Health Department Director Teresa Fisher announced that the closure is due to staffing constraints as clinic personnel partner with a local school for a community outreach program. All other services at the 10th Street location will remain open during standard operating hours.
