Riley County police report multiple arrests, vehicle crash with injuries
MANHATTAN, Kan. — Riley County police responded to multiple incidents over the weekend, including a vehicle-pedestrian crash, thefts and arrests on various charges.
A 21-year-old Manhattan woman struck an 18-year-old man on an electric scooter near the intersection of North Manhattan Avenue and Fremont Street at approximately 10:23 p.m. Oct. 6. Philip Trice-Ortega was transported to Via Christi Hospital for treatment of his injuries. Claire Holt was cited for failure to yield right of way at a stop sign.
Police arrested Rashauad Herbert, 14, of Manhattan, on charges of aggravated battery and criminal threat at approximately 10:32 p.m. Oct. 6. A 12-year-old male was listed as the victim in the incident. Herbert was issued no bond and is no longer confined in the Riley County Jail.
Jared Espinoza, 23, of Kansas City, Kan., was arrested early Oct. 4 after allegedly fleeing a traffic stop near 12th Street and Bluemont Avenue and nearly striking a law enforcement officer with his vehicle. Police arrested Espinoza at approximately 2:57 a.m. on charges including fleeing or attempting to elude, aggravated assault, reckless driving, driving under the influence, interference with a law enforcement officer, driving while suspended and violation of restrictions on a driver's license. Espinoza was issued no bond and remains confined in the Riley County Jail.
Police arrested David DeJesus Roman, 28, of Ogden, on Oct. 4 in connection with the theft of a 2022 Chevrolet reported in the 1800 block of Fair Lane. A 34-year-old woman reported her vehicle stolen at approximately 3:12 p.m. Oct. 4. Officers recovered the vehicle and arrested DeJesus Roman at approximately 6:45 p.m. on charges of theft of property or services, interference with a law enforcement officer, no driver's license and a Manhattan Municipal Court warrant for failure to appear. He was issued a total bond of $5,248 and is no longer confined.
Two unknown suspects stole two iPhone 17s from Best Buy in the 300 block of Tuttle Creek Boulevard on Oct. 5. The estimated loss totaled $2,200.
Police arrested Tate Miller, 22, of Manhattan, for criminal damage to property after Manhattan Housing Authority reported damage to an apartment in the 300 block of N. 5th Street on Oct. 4. The report stated Miller damaged a window, floor, doors, fire alarm and wireless internet box. Estimated loss totaled $5,000. Miller was issued a total bond of $8,000 and remains confined.
Nichole Morehead, 22, of Ogden, was arrested Oct. 6 in the 1000 block of Seth Child Road on a Riley County District Court warrant for probation violation. The arrest stems from original charges of distribution of fentanyl, unlawful use of a telecommunication facility to distribute fentanyl and theft. Morehead was issued no bond and remains confined.
Police filed reports for indecent solicitation of a child in Ogden on Oct. 5 and aggravated sexual assault in Ogden on Oct. 4. Due to the nature of the crimes, no additional information was released.

Jacob Kindrick Fitzpatrick, 24, of Junction City, was arrested at 2:45 p.m. by Pottawatomie County Sheriff's Office on charges of theft of property or services valued at $1,500 or less from three businesses in 72 hours. Total bond: $3,000. No longer confined.
Oct. 3
Brian Markel Griffith, 25, of Junction City, was arrested at 12:20 p.m. at 1001 S. Seth Child Road on a warrant for probation violation. Total bond: $5,000. No longer confined.
Timoteo DeJesus Guzman, 21, of Manhattan, was arrested at 11:45 p.m. at East Fort Riley Boulevard and Poliska Lane by Kansas Highway Patrol on charges of operating a motor vehicle without a valid license. Total bond: $500. No longer confined.
Isaiah Patric Christopher Myers, 31, of Topeka, was arrested at 10:55 a.m. at the Riley County Jail on two warrants for failure to appear. Total bond: $4,000. Remains confined.
Kyle Alex Minor, 35, of Manhattan, was arrested at 8:21 p.m. on K-18 milepost 183 by Kansas Highway Patrol on a warrant for failure to appear. Total bond: $330. No longer confined.

Michael Cortez, 41, of Manhattan, was arrested at 12:59 p.m. at 1820 Claflin Road on a warrant for extradition. Total bond: $0. Remains confined.
Jared Jesse Rodriguez Espinoza, 23, of Kansas City, Kan., was arrested at 2:57 a.m. at mile marker 324 on Interstate 70 on charges of aggravated assault of a law enforcement officer using a deadly weapon, fleeing or attempting to elude a law enforcement officer by engaging in reckless driving, reckless driving, driving under the influence, interference with a law enforcement officer, driving while suspended and violation of restrictions on driver's license. Total bond: $0. Remains confined.
Manfred Adrien Elocka Ngom, 30, of Manhattan, was arrested at 3:37 p.m. at 112 N. 15th St. on a warrant for failure to appear. Total bond: $500. No longer confined.
David Daniel DeJesus Roman, 28, of Ogden, was arrested at 6:45 p.m. at the Riley County Police Department on charges of no driver's license, failure to appear, theft of property or services valued between $25,000 and $100,000, and interference with a law enforcement officer. Estevan Izik Rochin, 19, of Ogden, was arrested at 1:21 a.m. at 706 N. 11th St. on charges of unlawful discharge of firearm in city limits, criminal carry of weapon and interference with a law enforcement officer. Total bond: $3,000. Remains confined.
Tate Cole Miller, 22, of Manhattan, was arrested at 7:49 p.m. at 300 N. 5th St., apartment 8E, on charges of criminal damage to property without consent valued between $1,000 and $25,000. Total bond: $8,000. Remains confined.

Derek Alan Richter, 41, of Manhattan, was arrested at 10:03 a.m. at 713 Dondee Drive on a warrant for failure to appear. Total bond: $258. No longer confined.
Dexter Earl Johnson, 36, of Westmoreland, was arrested at 11:47 p.m. at 430 Fort Riley Boulevard on a warrant for failure to appear. Total bond: $500. Remains confined.
