MANHATTAN, Kan. — To protect existing short-term rentals during property sales, the Manhattan Urban Area Planning Board is considering a 90-day grace period for short-term rental licenses. Currently, licenses are non-transferable, meaning a neighbor opposed to the rental could theoretically apply for a license on the day of a sale to block the established business under the city's spacing rule. According to Assistant Director of Planning and Development John Adam, the proposed grace period would allow new owners three months to renew the license without interference, maintaining the property's grandfathered status while preventing bad-faith license applications.

MANHATTAN, Kan. — A new Kansas state law removes the ability of residents to file formal protest petitions when a property is downzoned to a single-family residential neighborhood. Planners briefed the Manhattan Urban Area Planning Board that Kansas Senate Bill 418 also strips the statutory requirement for mailed notices in these specific downzoning cases. While City Attorney Katie Jackson confirmed the city cannot charter out of the state statute, Manhattan will continue to mail neighborhood meeting notices to nearby property owners to preserve a measure of public participation.


City navigates mandate to allow single-family homes in all residential zones

MANHATTAN, Kan. — City planners are developing a simplified existing-building review process to encourage the adaptive reuse of vacant, non-conforming structures, such as former gas stations and restaurants. According to Assistant Director of Planning and Development John Adam, current planned unit development regulations are geared toward greenfield development, requiring extensive concept maps that burden developers seeking to reuse existing commercial spaces. The proposed process would only require a list of intended uses and a site plan if exterior or facade changes are planned, making it easier and more cost-effective for new businesses to revitalize older properties.
