HUTCHINSON, Kan. — Hutchinson Mayor Scott Meggers formally apologized Tuesday for his role in a procedural breakdown that derailed the City Council's April 7 meeting, following citizen complaints about professionalism.
The dispute began when Meggers bypassed the planned agenda to question Finance Director Angela Richards about the Hutchinson Recreation Commission budget, a topic that had sparked debate over a potential $40,000 third-party efficiency study. When council members raised points of order, noting the item had been pulled from the agenda days prior, the mayor continued the line of questioning. He also asserted he was entitled to five minutes of speaking time as a city resident.
The off-agenda exchange created friction among the governing body in the days that followed. During Tuesday's follow-up meeting, multiple residents used the public comment period to call for a higher standard of decorum.
In addition to his public apology to the community and his colleagues, Meggers reviewed a series of new and updated parliamentary procedures designed to enforce orderly conduct.
