Hutchinson City Council members are set to vote Tuesday, Nov. 3, on ordinances authorizing three Kansas Department of Health and Environment state revolving fund loans and taxable industrial revenue bonds for two projects.

Two ordinances cover the three loans, according to the published agenda: one authorizes the loan recommendation numbered C20 3156 01, and the other authorizes recommendations C20 3139 01 and C20 3139 02. Each would authorize Mayor Scott Meggers to sign, and the agenda gives no loan amounts.

Citizen Journal reported earlier this month that the council was set to take public comment on water loans at its Tuesday, Oct. 6, meeting. Water infrastructure was also on the council's agenda in October 2025.

Separate ordinances would authorize the issuance of taxable industrial revenue bonds, Series 2026, for Sales Data, Inc. and for the Prairieland Partners Project. Each ordinance would also authorize the mayor to sign.

On the consent agenda, which is typically approved in a single motion, are 2027-2028 memorandums of understanding with the FOP, the police union, and the IAFF, the firefighters union. The agreements set labor terms for two years.

Under new business, the council is set to take up Chapter 2 of the city code, which governs procedure during public meetings. The agenda cites it as the section for the council's current public comment rules.

The meeting begins at 5:30 p.m. in the Council Chambers; no public hearing or executive session is scheduled.

Under the current rules printed on the agenda, residents who want to speak on any agenda item must do so during the public comment period near the start of the meeting. They must state their name, address and subject, and keep remarks to three minutes; comment will not be taken when the item comes up later.

The agenda also lists an Airport Advisory Committee recommendation on rates and charges, an Ad Astra STAR Bond update, a $1,260,110.27 appropriation ordinance, the appointment of Phil Douglas to a first full three-year term on the Airport Advisory Committee and approval of the Oct. 20 minutes. The council next meets Nov. 17.
