HAYS, Kan. — The City of Hays Public Works Department is preparing for incoming winter weather by pre-treating roads and loading sand spreaders as crews ready equipment for snow removal operations. Jesse Rohr, public works director, said crews are currently preparing surfaces to prevent ice from bonding directly to asphalt, making later removal easier.

The city operates under a tiered response system that prioritizes Emergency Snow Routes first, with residential streets typically left unplowed except during severe accumulations. Rohr explained that plowing residential streets creates 12-to-18-inch ridges of compacted snow across driveways, often trapping residents in their homes. The city encourages all residents to park off-street when possible and reminds those living on emergency routes that vehicles may be towed at the owner's expense if not moved during declared winter emergencies.
