Hays Commission to Weigh IRBs for Two Affordable Housing Projects at May 7 Work Session
Willow Grove and Wheatland Commons would add 84 units if developers win 2026 Kansas tax credits
HAYS, Kan. — The Hays City Commission will discuss resolutions of intent to issue industrial revenue bonds for two affordable multi-family housing developments at its 4 p.m. Thursday work session at City Hall, 1507 Main St., with formal votes scheduled for May 14. The proposals would back Zimmerman Properties LLC's 48-unit Willow Grove project at 400 W. 48th St., capped at $9.4 million, and Old Town Development Inc.'s 36-unit Wheatland Commons project on East 22nd Street, capped at $12.6 million; each IRB would grant a state sales tax exemption on construction purchases and add up to 10 points to the developer's 2026 Low Income Housing Tax Credit application through the Kansas Housing Resources Corporation, with both projects contingent on a successful credit award. Commissioners will also weigh a $94,400 design contract with Hays-based Driggs Design Group, PA for the 2027 reconstruction of 22nd Street from Vine to Canterbury and the 2028 reconstruction of General Hays Road and Oak Street, funded from Commission Capital Reserves. The IRB items are the second and third in a wave of four LIHTC-seeking developments Assistant City Manager Jarrod Kuckelman has told commissioners are pursuing 2026 credit awards in Hays.
