HAYS, Kan. — The Hays City Commission is set to shape the city's financial and infrastructure future Thursday as it receives the 2027 proposed budget and reviews key sewer upgrades. During the 4 p.m. work session at City Hall, Deputy City Manager Collin Bielser will outline the upcoming municipal budget, which follows recent local agency funding requests such as the $92,000 sought by the CARE Council for community social services. The commission will also address essential public works maintenance, with Director of Water Resources Jeff Crispin presenting the bid award for the 2026 Sanitary Sewer Point Repairs and Lining Project to ensure the city's wastewater system operates efficiently.

Financial and procedural adjustments will round out the afternoon agenda. Director of Finance Kim Rupp is scheduled to present a resolution authorizing the sale of general obligation securities to help finance municipal improvements, alongside a review of the June 18 work session notes. Additionally, City Commissioner David Vilaysing, a nonpartisan official elected to a two-year term last fall, will lead a discussion on potentially shifting the standard 4 p.m. start times for future commission meetings and work sessions.
