Winfield to provide distribution service for Udall power supply

WINFIELD, Kan. — The city is set to enter a 20-year distribution service agreement with KPP Energy, a municipal power agency, to deliver electricity to the city of Udall. Following the planned removal of a regional electric utility's east substation feed, Winfield will provide distribution service through its existing southern infrastructure without taking ownership of the energy. The arrangement is expected to generate approximately $60,000 in annual receipts for Winfield through a demand-based distribution charge of $3.32 per kilowatt and a $500 monthly fee, according to city documents.


Surveying and engineering agreement approved for Jones Development subdivision plat

WINFIELD, Kan. — Development plans are advancing for the Jones Development subdivision, with the city commission approving an agreement for surveying and engineering services. The city will contract with Professional Engineering Consultants (PEC) under Project No. 26-MI947 to map out the upcoming subdivision plat. Director of Public Improvements Patrick Steward presented the resolution, which was unanimously adopted by the commissioners to help facilitate future housing and infrastructure development.


City agrees to split cost for Humane Society HVAC replacement

WINFIELD, Kan. — The city commission approved a joint funding agreement to replace the heating, ventilation and air conditioning system at the Cowley County Humane Society. The total project cost of $59,977 will be split evenly with Arkansas City, with each municipality covering 50% of the base bid and alternate project costs. City Manager Taggart Wall presented the resolution, which was unanimously passed by the commissioners to ensure climate control at the shared animal shelter.


Fleet service center to receive first floor resurfacing in 18 years

WINFIELD, Kan. — The fleet service center's shop floor will be resurfaced for the first time since its construction in 2008, operating well beyond the industry standard of three to five years. The city commission reviewed three quotes before staff recommended a $54,637.50 proposal from a concrete floor-coatings contractor to apply a durable poly chip system and anti-slip additive. The project, designed to address significant surface deterioration and lost coating adhesion, will be funded through the Capital Improvement Plan fund.


Cooling tower fan replacements approved for steam power plant

WINFIELD, Kan. — The city commission approved the replacement of four cooling tower fans at the city's steam generation power plant, an essential component of the steam turbine's operation. The current fiberglass blades, installed in 2002, have lost their protective coating and are flaking off, risking severe damage to the tower. The city accepted an $83,260 proposal from Sys-Kool, a cooling tower company, to install new aluminum fans, which carry a six-to-eight-week lead time and will prevent potential fan blade failure.


City approves $286,839 dump truck purchase for street department

WINFIELD, Kan. — A new dump truck equipped with snowplow attachments and a hydraulic spreader is coming to the Winfield Street Department. The city commission considered two bids before staff recommended the purchase of a Western Star 47X from a truck equipment dealer for $286,839. The heavy-duty vehicle will be funded through the city's 2026 street budget, which initially allocated $284,038 for the equipment acquisition.


Commission authorizes $145,722 for new city vehicles

WINFIELD, Kan. — The city commission reviewed requests to purchase multiple new vehicles across several city departments, totaling $145,722 in taxpayer funds. Upgrades include two $44,842 Dodge Ram 2500 pickup trucks for the lake and electric distribution departments, a $27,925 Kubota utility terrain vehicle for the lake and a $28,113 Ford Maverick compact pickup for code enforcement. The new compact pickup will replace retired police vehicles previously used by code enforcement, an upgrade aimed at reducing breakdowns and improving field efficiency.


City to invest $67,530 in new mowers for parks and lake

WINFIELD, Kan. — Five new commercial zero-turn mowers will be purchased from Grouse Valley Equipment, an outdoor power equipment dealer, to maintain city parks, the lake and Broadway. The city will spend $13,506.16 per mower, totaling $67,530.80. City staff recommended the selected models over alternative commercial models due to their superior specifications, power and speed, coming in comfortably under the $15,000 budgeted per mower across the requesting departments.
