Proposals to grant state universities more freedom in handling contracts, ease regulations on agricultural tourism and raise the spending threshold for public bids on county projects are advancing in the Statehouse.

TOPEKA, Kan. — Committees in both chambers Monday advanced bills aimed at streamlining government operations and regulations for public entities and private businesses. The measures address postsecondary education, county construction contracts and agritourism.

The House Higher Education Budget Committee recommended a substitute version of HB 2798, a bill that would grant state universities more authority to handle their own contracts and procurement, exempting them from some state oversight statutes. The move is part of an ongoing debate about the balance between state control and institutional autonomy for Kansas universities.

In the Senate, committees advanced two bills affecting local rules. A substitute for HB 2571, which would raise the cost threshold for when counties must seek public bids for construction contracts, was recommended by the Local Government Committee. Separately, the Agriculture and Natural Resources Committee recommended a substitute for HB 2111, which would exempt certain registered agritourism operations from enforcement of local codes and regulations, a measure aimed at boosting rural businesses.
