Merit pay approved following performance evaluations
TORRINGTON, Wyo. — The council authorized merit increases for city employees following the completion of 84 performance evaluations. Clerk-Treasurer Lynette Strecker reported that the average performance score was 4.14, rating as "exceeds expectations." The total budget expense for the six-month merit increase is approximately $56,337, which is below the projected budget of $70,000. This decrease in cost is attributed to a policy change enacted last year that reduced the percentage of merit increases based on performance scores.
Hattan Subdivision final plat approved
TORRINGTON, Wyo. — The council, convening as the Board of Adjustment, approved the final plat for the Hattan Subdivision Addition. The request from the Hattan Family Trust divides a 2.03-acre parcel into five or six residential lots. Building Official Dennis Estes noted that the development is a metes-and-bounds style division that formalizes the property into a subdivision, which will facilitate the installation of water taps and curb cuts in coordination with city utility projects.
New zoning established for Hattan residential lots
TORRINGTON, Wyo. — Following the plat approval, the council approved the first reading of an ordinance to zone the newly created Hattan Subdivision lots as R-3 Residential. The property, previously zoned R-4, will now be restricted to single-family and two-family dwellings, preventing high-density multifamily apartment complexes. Estes explained that the R-3 designation is a better fit for the surrounding neighborhood and aligns with the property owner's intent to sell the lots for single-family homes.
Family Dentistry plan moves forward
TORRINGTON, Wyo. — B&B Land Holding LLC received approval for the final plat of the Family Dentistry P.C. Subdivision Addition. The council approved the request without public objection. During the discussion, officials noted that the developers are coordinating with the water department regarding line installation before paving occurs in front of the building. This approval formally annexes the platted land into the city of Torrington.
Police department raises funds for senior citizens
TORRINGTON, Wyo. — The Torrington Police Department's Drug Abuse Resistance Education (DARE) program has received significant community support for its Senior Christmas Program, raising nearly $5,000 in monetary donations alongside numerous gift items. Police Chief Matt Johnson reported that the program works with the Senior Friendship Center to identify elderly residents who may not have family or support during the holidays. The council approved the payment of donations to the DARE program to purchase gift cards and necessities for the selected seniors.
Airport weather system relocation costs approved
TORRINGTON, Wyo. — The council approved a bill for $19,400 to the Federal Aviation Administration for the relocation of the Automated Surface Observing System into the new terminal building at Torrington Municipal Airport. While the cost is significant, city officials noted that the final invoice came in well under the original estimate of $50,000. This relocation is a mandatory part of the ongoing upgrades at the airport.
Commissioners prioritize revised land use plan
GOSHEN COUNTY, Wyo. - The Board of County Commissioners discussed the necessity of securing funding to update the county's land use plan. During the meeting, county planner Michael Tietjen indicated that the department is hoping for commissioner approval to move forward with the planning funds. Commissioner Aaron Walsh expressed a strong desire for the plan to be revised "as soon as possible," despite acknowledging that the process will be a long venture.
