City council approves fiscal year 2027 budget

TORRINGTON, Wyo. — The Torrington City Council unanimously approved the city's fiscal year 2027 budget on Tuesday, marking a 20.4 percent decrease in total expenditures due to a reduction in major capital construction projects. While capital spending will drop by $12.95 million, the operating budget will increase by 6.32 percent — or $1.6 million — driven by inflation and rising wholesale power costs from the Municipal Energy Agency of Nebraska. Major upcoming capital projects include a $1.4 million water treatment plant generator and the start of a $4.4 million water line replacement project.

Fire department applying for $1 million regional equipment grant

TORRINGTON, Wyo. — Fire Chief Jeff Schick announced that local departments are jointly applying for a $1 million federal grant to purchase vital protective equipment. If awarded, the regional Staffing for Adequate Fire and Emergency Response and Assistance to Firefighters Grant would supply bunker gear and air packs for all nine fire departments throughout Goshen County — including Torrington, Fort Laramie, Hawk Springs, Jay Em, LaGrange, Lingle, Prairie Center, Veteran, and Yoder — easing a significant financial burden on the city and rural districts. Schick noted that a single air pack costs over $10,000 and a set of bunker gear costs nearly $4,000.

Council adopts new concealed carry policy for Lincoln Complex

TORRINGTON, Wyo. — The city council unanimously approved a new policy regulating firearms inside the Lincoln Complex, aligning with a recent Wyoming state law that repeals gun-free zones and strips municipalities of the authority to ban lawful concealed carry in most public buildings. Under the new policy, visitors and staff may carry concealed firearms in the complex, with strict exceptions for the municipal courtroom when in session, behind the Torrington Police Department's secure glass and in privately rented rooms. The policy explicitly prohibits the open carry of firearms within the facility.

Annual Broncho Bar street dance approved for July 11

TORRINGTON, Wyo. — Downtown Torrington will host its annual Broncho Bar street dance on July 11 after the city council unanimously approved a special event permit for the festivities. Main Street will be closed between 19th and 20th avenues from 5 p.m. to 2 a.m. for the event, which features live music from the Martian Manhunters. Broncho Bar owner Tiffany Leslie paid $676 in municipal fees to cover the costs of a dedicated police presence, barricades and trash disposal for the event.
