Iran Offers End to War for Shelved Nuclear Talks; Trump Skeptical

Iran has presented regional mediators with a new offer that would trade an end to the war and a lifting of the U.S. blockade of Iranian ports for a halt to its Strait of Hormuz attacks and a shelving of nuclear talks, according to officials familiar with the matter. The proposal was delivered by Iranian Foreign Minister Abbas Araghchi during his weekend tour of the region and Pakistan, and would set aside discussions about Iran's nuclear program as a condition of any cease-fire. President Trump and his national-security team are skeptical of the offer, U.S. officials said, with Trump holding discussions with aides Monday morning about the proposal. While he did not reject it outright, Trump expressed doubts about Iran negotiating in good faith or meeting his key demand of ending nuclear enrichment and pledging never to build a nuclear weapon. Washington has not formally responded, and Iran's mission to the United Nations did not respond to a request for comment.

Trade-In Debt Climbs as Pandemic-Era Cars Hit the Lot

About 30 percent of borrowers who traded in a car to buy a new one in the first quarter had negative equity, owing more on their loan than the vehicle is worth, according to car-shopping website Edmunds. Those borrowers owed roughly $7,200 on average before financing a new loan, a 42 percent jump compared with the same period five years earlier. While about a third of Americans trading in older vehicles having negative equity has been typical for years, the average amount owed has climbed sharply as buyers try to unload cars purchased during the pandemic at high prices. Jessica Caldwell, head of insights at Edmunds, warned that the deeper borrowers slip underwater, the harder it becomes to escape the cycle. The trend adds another strain to an auto market already pressured by elevated vehicle prices and high interest rates.

DeSantis Unveils Map Targeting Four Florida Democrats

Florida Gov. Ron DeSantis on Monday proposed a redraw of the state's congressional districts that could give Republicans as many as four additional seats, a move that could also expose some GOP incumbents if Democrats see a strong midterm turnout. The map, expected to face legal challenges, appears to eliminate two Democratic-held districts in South Florida, one in the Tampa area and one in the Orlando area, which would leave Democrats with perhaps only four of the state's 28 congressional seats. There are currently seven Florida Democrats in Congress, after former Representative Sheila Cherfilus-McCormick resigned last week following embezzlement charges. Florida, which does not hold primary elections until August, is the last state aiming to redraw congressional maps ahead of the November midterms. A pending Supreme Court decision on a key provision of the Voting Rights Act could create redistricting opportunities for other states, though many face primary deadlines within the next month or two.

White House Accuses China of Industrial-Scale AI Theft

The U.S. government says it has evidence that foreign groups, mostly based in China, are running large operations to copy American artificial intelligence systems by repeatedly querying U.S. models and using the answers to train their own. White House technology official Michael Kratsios said the foreign actors are using tens of thousands of fake user accounts and workarounds to bypass safety controls, operating in coordinated campaigns to extract American AI breakthroughs. Kratsios warned that any company building on stolen models should not trust that what they produce is reliable or accurate. He said the administration plans to take action to protect U.S. innovation while continuing to support a range of AI development, from freely available open-source projects to private commercial systems. The statement was published alongside a new national security technical memorandum on artificial intelligence.

Budget Airlines Press Trump for $2.5 Billion in Fuel Aid

A trade group representing low-cost airlines said Monday it has asked the Trump administration for $2.5 billion to offset surging fuel costs driven by the war with Iran. Jet fuel prices climbed to about $4.10 a gallon in North America at the end of last week, an increase of roughly 88 percent from the same time last year, prompting many airlines to raise ticket prices. The Association of Value Airlines said in a statement that the requested "liquidity pool" would be used exclusively to offset incremental fuel costs and stabilize operations during the period of volatility. Separately, Spirit Airlines, a member of the trade group, is negotiating a loan of up to $500 million from the Trump administration, with the government potentially receiving warrants that could result in ownership of as much as 90 percent of the company. Spirit is currently in its second bankruptcy in two years.
