Andover Adopts Policy Under New Kansas Bathroom Law

ANDOVER, Kan. — The Andover City Council unanimously approved a policy to enforce Senate Bill 244, the state law restricting access to multiple-occupancy restrooms and locker rooms in government buildings to a person's biological sex at birth. SB 244 took effect Feb. 26 after the Republican-controlled Legislature overrode Gov. Laura Kelly's veto, and it requires governing bodies to police facility access and investigate complaints. Government entities that fail to comply face fines of $25,000 for a first violation and $125,000 per day for subsequent violations, while individual violators may be warned, fined $1,000 or charged with a misdemeanor on a third offense. The law also invalidates driver's licenses and birth certificates that do not reflect biological sex at birth, with no grace period. The ACLU of Kansas has filed suit in Douglas County District Court challenging SB 244, and reporting from a similar Texas law has shown that local officials face significant complexity in determining how to comply.

Wichita Airport Launches 20-Year Master Plan

WICHITA, Kan. — The Wichita Airport Authority is developing a master plan that will guide growth and development at Dwight D. Eisenhower National Airport over the next 20 years. Air Service Development and Marketing Manager Rachel Mayberry said the plan focuses on community needs and how the airport should respond to anticipated regional growth. Director of Airports Jesse Romo said the plan addresses safety design for runways, taxiways and aeronautical services, as well as future expansion of the concourse and terminal. The Federal Aviation Administration requires certain airports, including Eisenhower, to maintain an FAA-approved Airport Layout Plan, which positions the airport to compete for federal grants on eligible capital projects. Officials said the timing aligns with sustained growth in the Wichita area.

KCK Firefighters Union Votes No Confidence in Chief, Administrator

KANSAS CITY, Kan. — Members of International Association of Fire Fighters Local 64 passed a vote of no confidence in Kansas City Kansas Fire Chief Dennis Rubin and County Administrator David Johnston during meetings on April 15 and 16. The union cited what it described as a "sustained pattern of decisions, policies, and administrative actions" that members say has raised concerns about safety and the effectiveness of department operations. The union's list of grievances includes retaliatory actions toward union members, mismanagement of the department's budget and proposals to close fire stations. The union said those issues have contributed to declining morale across the department. The Kansas City Kansas Fire Department declined to comment on the vote or the specific claims.

Teen Killed in Sedgwick County Shooting

WICHITA, Kan. — A 14-year-old boy died early Tuesday after a shooting at a mobile home park in Oaklawn, an unincorporated area between Wichita and Derby. The Sedgwick County Sheriff's Office said deputies responded around 3 a.m. to an unknown call at the Englewood Mobile Home Park at 3201 East MacArthur Road, which dispatchers later updated to a shooting. Deputies arrived to find the teen with a gunshot wound to the upper body, and he was pronounced dead at the scene despite life-saving efforts by Sedgwick County EMS and Fire District 1. The sheriff's office said all people involved in the incident have been identified, but no arrests have been made. The investigation is ongoing.

Kelly Establishes Order of the Sunflower Military Honor

TOPEKA, Kan. — Gov. Laura Kelly signed Executive Order 26-03 on Tuesday establishing the Kansas Order of the Sunflower, a state honor recognizing military spouses, family members, community leaders and public servants for exceptional volunteerism in support of Kansas military installations. Kelly presented the inaugural award at a Statehouse ceremony to Michelle Rone, a Fort Riley spouse known as the "First Lady" of the U.S. Army's 1st Infantry Division, who was selected for her advocacy on behalf of soldiers and her work strengthening communication between military families and command leadership. Rep. Nathan Butler, R-Geary County, said he worked with Lt. Gen. (Ret.) Perry Wiggins to bring the honor forward, drawing comparisons to Texas's Order of the Yellow Rose and Kentucky's Order of the Kentucky Colonel. Wiggins, who serves as executive director of the Governor's Military Council, called it a "great day for the Sunflower State." Future nominees must demonstrate significant, measurable contributions supporting military personnel, their families or surrounding Kansas communities.
