Council approves $2.35 million in bonds for road fixes

SCOTTSBLUFF, Neb. — To fund the city's upcoming priority paving projects, the Scottsbluff City Council unanimously passed the third reading of an ordinance authorizing up to $2.35 million in general obligation highway allocation fund pledge bonds. The bonds will finance improvements to streets that lack paving districts, explicitly covering the planned concrete work on East Overland, the 21st Avenue and 27th Street intersection and the Avenue I railroad approaches. The debt will be serviced by funds received from the state's Highway Allocation Fund.

Major street projects slated for spring

SCOTTSBLUFF, Neb. — During a public hearing on the city's road plans, officials outlined several priority infrastructure projects slated to begin this spring. Key improvements include laying new concrete on East Overland in front of the Western Sugar Cooperative factory; adding concrete, sidewalks and Americans with Disabilities Act upgrades to West Overland from Broadway to Avenue B; and rehabbing the heavily rutted intersection at 21st Avenue and 27th Street east of Western Nebraska Community College. The city will also improve the Avenue I approaches to the BNSF Railway tracks.

City allocates keno funds to subsidize candy for downtown Halloween event

SCOTTSBLUFF, Neb. — To assist local businesses overwhelmed by the growing crowds at "Trick or Treat on Broadway," the council unanimously approved $3,000 in keno funding for the Downtown Scottsbluff Association. Midwest Theater Executive Director Krista Baird, speaking on behalf of the association, noted that some small businesses were spending up to $500 on candy for the two-hour event and were considering pulling out due to the expense. The keno funds will allow participating businesses to receive a $100 reimbursement to offset their candy costs and keep the downtown tradition alive.

SCOTTSBLUFF, Neb. — The council unanimously approved a community festival and noise permit for the Downtown Scottsbluff Association's annual "Trick or Treat on Broadway" event, scheduled for Oct. 31. To ensure pedestrian safety, Broadway will be closed to vehicle traffic from 14th to 19th streets between 3 p.m. and 6:30 p.m., with trick-or-treating running from 4 p.m. to 6 p.m. Event organizers emphasized that police will enforce the 3 p.m. parking clearance to safeguard the large number of children attending the expanded event.

Upcoming town hall promoted during council reports

SCOTTSBLUFF, Neb. — During the meeting's closing reports, council members encouraged residents to attend an upcoming community town hall meeting scheduled for 6 p.m. Tuesday, Oct. 6, at the Midwest Theater. Officials noted that a previous town hall was highly informative and praised the active public engagement and questions from local taxpayers. Council members also shared updates on recent conference attendances and reminded the public of upcoming regional governance meetings.
