SALINA, Kan. — Following a review of major transportation, utility and public facility projects, the Salina Planning Commission voted unanimously to recommend the 2027-2031 Capital Improvements Program to the city commission. However, commissioners stipulated that a summary of their comments and concerns — particularly regarding the prioritization of progress-driven projects over emergent infrastructure needs — be included with the resolution to inform the city commission's final funding decisions.
Commissioners question need for East Magnolia bridge replacement
SALINA, Kan. — A proposed replacement of the East Magnolia Road bridge drew scrutiny during a review of the city's capital improvements program. A planning commissioner questioned the necessity of the project, noting the current bridge is not failing its structural inspections. Public Works Director Ron Marsh and City Engineer Rex Ritter explained that while the bridge has an estimated 10 to 15 years of useful life remaining, it is dangerously narrow for modern traffic and lacks pedestrian access. The project involves building a new bridge to the north of the existing one to accommodate a 10-foot hike-and-bike trail. A city commission study session on the project is scheduled for Nov. 9, a standard second-Monday meeting date for the governing body.
Landfill expansion expedited to meet demand
SALINA, Kan. — Construction of a new construction and demolition cell at the city landfill will be moved up to 2027, according to updates provided during the capital improvements program review. Public Works Director Ron Marsh told the planning commission that the project was originally slated for only the design phase in 2027, but the timeline was accelerated to full construction because current waste volume numbers indicate the new cell will be needed sooner than expected.
Future West Magnolia improvements to include K-State roundabout
SALINA, Kan. — While current road construction at West Magnolia Road near Menards is proceeding in specialized phases to keep businesses accessible, future phases will require full road closures. Public Works Director Ron Marsh outlined upcoming plans for the corridor, noting that Phase II will improve the road further west. Phase III will feature the construction of a new roundabout at Centennial Road, which will incorporate a fourth leg serving as a new entrance for Kansas State University Salina.
City looking decades ahead for Ohio and Schilling intersection
SALINA, Kan. — Future improvements to the intersection of Ohio Street and Schilling Road are currently in the preliminary design phase as the city prepares for anticipated commercial and residential development in the area. Public Works Director Ron Marsh said addressing the intersection now will prevent costly retrofitting and traffic disruptions in the future as the corridor grows. A study session featuring engineering recommendations for the intersection will be presented to the city commission on Nov. 23, aligning with the commission's regular fourth-Monday meeting schedule.
East Cloud Street slated for curb and gutter upgrades
SALINA, Kan. — A gap in street infrastructure along East Cloud Street is slated to be fixed as part of the city's long-term capital plans. The proposed road improvements will add continuous curb and guttering from just east of the Dillons grocery store extending to the levee. Public works officials noted the section was left unfinished during previous roadwork off Ohio Street, and the upcoming project will finalize the corridor's infrastructure.
City to convert former fire station into maintenance hub
SALINA, Kan. — The Salina Planning Commission unanimously approved a conditional use permit to transition the former Fire Station No. 4 at 669 Briarcliff Road into a municipal maintenance hub. The site, vacated after a new station opened at Crawford Street and Markley Road, will house eight service vehicles and host daytime operations for city facilities staff. To minimize the impact on the surrounding Rolling Hills Addition — which city records verify as the correct legal subdivision for the address — the city will install a 6-foot solid wood privacy fence around the north parking lot.
City staff developing vape store saturation map
SALINA, Kan. — City planning staff confirmed they are developing a map to track the saturation of vape shops across Salina, following a previous request from planning commissioners. Staff noted the mapping project has been delayed due to an unusually heavy caseload of standard permits and zoning applications. Once completed, the map will be presented to the planning commission as a discussion item to evaluate potential zoning issues regarding the concentration of vape businesses in the city.
