SALINA, Kan. — The Salina Planning Commission unanimously approved a rezoning request Tuesday to convert the former Kansas Gas Service facility into a uniform C3 commercial district. The 9.2-acre property on Ohio Street, purchased by the Salina Health Education Foundation, previously held split zoning that restricted redevelopment. The decision clears the way for a new Salina Family Health Center medical clinic expected to house up to 170 employees and eliminates an obsolete 1979 light industrial zoning designation, paving the way for a fully enclosed and landscaped institutional campus.

Strict fire safety conditions placed on Maverik development

SALINA, Kan. — While granting early construction rights to the Maverik project, the commission mandated strict fire safety and infrastructure protections. No vertical construction will be permitted until fire hydrants are fully operational. Furthermore, contractors must ensure the Marcella Drive aggregate road base can support a 75,000-pound fire truck and will be held financially responsible for any subgrade damage caused by construction traffic accessing the site prior to the concrete pavement being poured.


Commission recommends releasing fire sprinkler requirement for Overlook Estates

SALINA, Kan. — A restrictive covenant requiring automatic fire sprinklers in all new dwellings in the Overlook Estates subdivision is one step closer to removal following a unanimous commission vote. The original covenant was tied to emergency-access spacing under the 2012 International Fire Code, which used a diagonal-distance formula for "remoteness." After the city commission adopted the 2018 International Fire Code via Ordinance No. 25-11266 on Dec. 22, 2025, including a local amendment establishing a flat 300-foot minimum separation requirement for secondary apparatus access, staff concluded the subdivision now meets the remoteness standard by right.


New emergency access easement formalized through adjacent golf-fitness property

SALINA, Kan. — To satisfy updated fire code access requirements, a permanent 20-foot-wide emergency access easement has been recorded across the neighboring GreatLife Golf & Fitness property, owned by Pestinger Enterprises, LLC. The route connects Overlook Drive to Marymount Road, providing approximately 1,130 feet of separation from the primary entrance at River Run Parkway. Fire Marshal Joe Kvacik confirmed the all-weather surface and access characteristics meet the department's requirements for emergency apparatus access.


Commission amends resolution to require secure emergency-access lockbox on gate

SALINA, Kan. — Before approving the fire code resolution, the commission amended the document to require a secure emergency-access lockbox padlock on the Overlook Estates emergency access gate. The amendment, requested by the property owner earlier in the day and supported by the fire marshal, ensures that only authorized emergency personnel can unlock and use the golf course access road, preventing unauthorized public traffic from utilizing the emergency lane.
