The Salina Planning Commission is set to review the city's proposed 2027 Capital Improvement Program, a draft list of about $25.5 million in projects, during its Tuesday meeting to ensure upcoming public infrastructure work aligns with long-term planning goals.

The largest item in the draft, dated Aug. 10, is $8 million to replace the East Magnolia bridge and widen the road. Other projects include $2.1 million to widen East Crawford between Markley and Holmes roads, $1.5 million to repair river bank damage at Bill Burke Park and $1 million to design West Magnolia improvements between Centennial Road and Interstate 135.

Those four projects total $12.6 million and would be financed with general obligation bonds supported by property tax. The city has submitted claims to the Federal Emergency Management Agency for reimbursement of the river bank repairs, according to the draft.

Sales tax projects total about $5 million, including $4.2 million for street surface improvements, $715,000 for parks and $75,000 for hike and bike trail segments. Another $150,000 in gas tax money would replace wayfinding signs.

Utility and solid waste projects account for $7.75 million. That includes $4 million for waterline replacement, $2.55 million for seven automated sanitation trucks and $600,000 each to design a construction and demolition waste cell and the next landfill cell.

The 2027 list is the first year of a draft five-year plan that schedules about $86.4 million in projects through 2031.

Commissioners will evaluate whether the planned public facilities and utility upgrades fall within designated primary growth and existing service areas as outlined in the Salina Comprehensive Plan.

If the commission determines the plan meets those guidelines, members are expected to adopt a resolution endorsing the 2027 project list. The board may also forward recommendations to the City Commission highlighting projects deemed vital to Salina's future development.
