Board approves shared downtown parking lot expansion

SALINA, Kan. — The Design Review Board unanimously approved a certificate of compatibility Sept. 10 for a shared parking lot reconfiguration serving Lee Lofts Partners, LLC and City Plumbing Co. Inc.. The cooperative agreement will combine two separate areas, repave the southern portion and add seven spaces for a total of 70 stalls. Austin Kack, director of development for Overland Property Group, noted the partnership creates uniform parking and an improved lot for City Plumbing in exchange for shared usage. In approving the layout, the board rejected a staff recommendation for a landscape buffer along North Fifth Street, determining that preserving two extra parking spaces was more practical given the block's industrial feel and lack of adjacent buffers.

SALINA, Kan. — Parking lot modifications behind the Lee Lofts building required special approval from the Design Review Board because of the site's connection to the historic H.D. Lee Company complex. Founded in Salina in 1889 and rebuilt after a 1903 fire, the primary warehouse complex was added to the National Register of Historic Places in 2008. City staff noted the changes remain compatible with preservation efforts because the work is on the block's interior and leaves historic facades along North Santa Fe Avenue untouched. Additionally, board members and developers addressed pedestrian safety by rejecting recommendations for a barrier fence, concluding that the existing 6-inch raised curb provides sufficient separation from the sidewalk without creating hazards for backing drivers or pedestrians using wheelchairs.
