City commission adopts 2027-2031 capital improvement program
SALINA, Kan. - The Salina City Commission unanimously approved the city's 2027-2031 Capital Improvement Program on Monday, greenlighting funding for infrastructure projects slated for 2027. During the discussion, commissioners reviewed the upcoming East Magnolia bridge replacement project on East Magnolia Road. Public Works Director Ron Marsh confirmed the road will remain open with one lane during construction and noted that building a separate pedestrian bridge would not be cost-effective.
City awaits FEMA reimbursements for riverbank and intake repairs
SALINA, Kan. - City officials provided an update on Federal Emergency Management Agency (FEMA) reimbursements for riverbank repairs at Bill Burke Park following recent storm damage. The city expects a 75 percent federal and 10 percent state reimbursement for $1.2 million in completed debris removal costs, leaving the city to cover the remaining 15 percent share. Meanwhile, the city continues to negotiate mitigation funding with FEMA to construct a new retaining wall designed to protect the municipal river intake structure from further erosion.
Zoning amendment clears path for townhome developments
SALINA, Kan. - To encourage diverse housing and higher residential density, commissioners voted 4-0 to amend R-2.5 and R-3 multiple-family residential zoning regulations to better accommodate single-family attached dwellings, such as townhomes and duplexes. The amendment establishes a 24-foot minimum lot width and allows a zero side-yard setback along common walls, streamlining the legal process for builders to split lots for separate ownership. Mayor Michael Hoppock recused himself from the vote, citing a conflict of interest.
New Home2 Suites hotel approved for South Ninth Street
SALINA, Kan. - A new Home2 Suites hotel is coming to Salina after the commission approved an amended planned commercial zoning ordinance and site development plan at 3135 S. Ninth St. in a 4-0 vote. The four-story, 109-room hotel project, which developer JIARONG LLC is privately financing with no direct fiscal impact on the city, required a height variance to build up to 60 feet and a reduction in front-yard landscaping requirements to accommodate parking and emergency access.
Former credit union to become ophthalmology clinic
SALINA, Kan. - A vacant credit union building at 605 S. Ohio St. will be repurposed into a medical clinic following the commission's unanimous approval to rezone the property to a planned commercial district. Weiner Eye Group's site plan includes reconfiguring the former credit union drive-thru into a covered patient drop-off area. The commission also approved variances to reduce the required parking from 25 to 23 spaces and waive a 15-foot landscape buffer to preserve a necessary drive aisle.
Prairie Paws animal shelter contract nears completion
SALINA, Kan. - Contract negotiations with Prairie Paws Animal Shelter to oversee operations at the Salina Animal Shelter are progressing smoothly, according to City Manager Jacob Wood. Although the finalized contract was not ready for Monday's meeting, officials expect to bring it before the commission soon. The brief delay in the contract's presentation is not expected to affect the transition timeline, which remains on track for late November or early December.
Fire department receives upgraded hazardous gas monitors
SALINA, Kan. - The Salina Fire Department will receive upgraded air-monitoring equipment after the commission approved the $54,086 purchase of two multi-gas detection monitors. A fire department division chief noted the state is purchasing two additional units for the department, which will replace aging equipment. The new handheld monitors feature radiological sensors alongside standard gas detection capabilities for hazardous material and fire responses.
