Public outcry erupts over Salina Animal Shelter euthanasia practices
SALINA, Kan. — Citizens flooded the public comment period to demand immediate leadership changes at the Salina Animal Shelter following allegations of inhumane euthanasia practices. During the citizens forum, a speaker alleged that shelter staff performed intracardiac injections on conscious animals — including three puppies infected with parvovirus — without proper sedation. Speakers also cited allegedly missing weight and controlled-substance logs and urged the city to outsource the shelter's operations to a third-party rescue organization.
City schedules study session to address animal shelter crisis
SALINA, Kan. — In response to mounting public pressure regarding the Salina Animal Shelter, Mayor Michael L. Hoppock announced a dedicated study session scheduled for the end of March. The session will allow city staff and commissioners to formally discuss the facility's operations and explore alternative management options, including the possibility of issuing a request for proposals for outside organizations to run the shelter.
Commission approves $89,809 pavement survey contract
SALINA, Kan. — The Salina City Commission authorized an $89,809 contract with Roadway Asset Services to scan and evaluate over 750 lane miles of city streets. The item was pulled from the consent agenda to discuss the necessity of hiring outside consultants instead of using city staff. Public Works Director Ron Marsh defended the contract, noting the engineering department lacks the personnel and specialized imaging equipment needed to build the city's five-to-seven-year street maintenance plan.
City commits $242,000 match for Magnolia Trail project
SALINA, Kan. — The commission approved a resolution to award the Kansas Department of Transportation Magnolia Trail project, committing $242,000 in matching city funds. The approval, which passed as part of the consent agenda, secures the local financial requirement to move forward with the trail's development.
City approves sub-Capital Improvement Plan vehicle and equipment bids under budget
SALINA, Kan. — Commissioners voted 4-0 to authorize the city manager to execute agreements for the purchase of vehicles and equipment outlined in the 2026 sub-Capital Improvement Plan. Finance Director Debbie Pack reported that the approved bids, selected from 24 solicitations for a $4.8 million budget, came in under budget. Staff recommended awarding 13 contracts to low bidders and nine to non-low bidders due to unmet specifications, while two items will be rebid.
Fire Department secures $32,966 upgrade for remounted ambulance
SALINA, Kan. — The Salina Fire Department will receive aluminum interior cabinets for its newly remounted ambulance after the commission unanimously approved a $32,966 change order. Fire Chief Shane Pearson explained that structural issues were found in the ambulance's original wooden cabinets during the remounting process. The upgrade brings the total remount cost to $288,866, which remains approximately $25,000 under the initial budget and well over $100,000 cheaper than purchasing a new ambulance.
Commission amends housing grant agreement for South View Estates, LLC
SALINA, Kan. — To help meet moderate-income housing goals, the commission voted 3-0 to amend the moderate-income housing grant agreement for South View Estates, LLC to include the subdivision's third phase. The developer previously received $600,000 in state grants to provide 24 qualified units but has struggled to match eligible buyers with available homes in the first two phases. Mayor Hoppock recused himself from the vote, which carries no additional fiscal obligation for the city, while one other commissioner was absent from the meeting.
Residents push back against proposed Boys and Girls Club in Sunset Park
SALINA, Kan. — A proposal to build a new Boys and Girls Club facility at Bondy Field in Sunset Park faced strong opposition from neighborhood residents during Monday's meeting. Citizens cited concerns over increased traffic, decreased property values and the loss of historic parkland, urging the commission to consider alternative locations such as Centennial Park or empty downtown lots. Mayor Hoppock acknowledged the outpouring of community concern, noting that homeowners purchased properties expecting the area to remain a dedicated park.
