ROCHELLE, Ill. — Following months of intense debate and public scrutiny, the Rochelle City Council voted 7-0 Monday to reject a development agreement with Midwest Power Investors LLC for Project Crossroads, a 48-megawatt data center. Despite last-minute concessions from developers to abandon future expansion phases and cap the project's size, community members and project opponents cited severe concerns over future power grid capacity, environmental impacts, and a lack of local job creation. Opponents emphasized that approving the resource-intensive facility could jeopardize the city's ability to attract future businesses and sustain critical infrastructure, directing developers to go back to the drawing board.

ROCHELLE, Ill. — In a move to alleviate downtown parking congestion caused by ongoing construction for the Rebuild Illinois Downtowns and Main Streets Capital Program, the city council approved a $36,700 professional services agreement with Willett, Hofmann & Associates. The firm will provide engineering design, bidding assistance and construction layout services for a new municipal parking lot at the corner of North Main Street and Fifth Avenue. City officials noted that a temporary stone lot will be available to the public soon, with permanent construction slated to begin in August.
Council inks $267,000 deal for backup electric transformers
ROCHELLE, Ill. — To safeguard the municipal power grid against equipment failure and supply chain delays, the city council authorized the purchase of four electrical transformers for $267,962. Waiving the standard competitive bidding process in favor of a pre-negotiated contract through Sourcewell, a government cooperative purchasing agency, the city will purchase the equipment from WESCO Distribution to keep in reserve stock. Rochelle Municipal Utilities staff noted that lead times for transformers remain between 18 and 22 weeks, making it critical to maintain backup inventory in the city's yard.
Emergency repairs authorized for industrial area water well
ROCHELLE, Ill. — City officials approved a $38,730 emergency repair for Well 12, a critical water source located on Hayes Road that primarily serves the city's industrial area and the CHS Rochelle ethanol plant. The well experienced an equipment failure on March 31, prompting Municipal Well and Pump to pull the motor and replace damaged insulation on a motor lead. The well is currently back online, though Rochelle Municipal Utilities staff warned that the 2017-era pump is nearing the end of its lifespan and may require a full replacement in the near future.
Sewer department Vactor truck undergoes $41,000 emergency repair
ROCHELLE, Ill. — The city council unanimously approved an ordinance waiving competitive bidding to allow Standard Equipment to perform $41,104 in emergency repairs to the city's 2011 Vactor truck. The essential vehicle, which is shared among the street, water and electric departments for cleaning and jetting sewers, was found to need significantly more repair work than initially anticipated after being disassembled at the shop. The 15-year-old vehicle currently serves as the city's backup unit.
Wastewater treatment blower requires specialized $37,000 repair
ROCHELLE, Ill. — Rochelle's wastewater treatment plant will undergo a $37,343 emergency repair to one of its 200-horsepower turbo blowers, which are used for the biological treatment of wastewater. The city council waived competitive bidding to hire Aerzen USA Corporation, as the manufacturer is the only entity uniquely qualified to maintain the proprietary equipment.
City sells surplus electric department bucket truck
ROCHELLE, Ill. — Following the successful deployment of a replacement vehicle, the city council authorized a vehicle sales agreement with Enterprise Fleet Management to offload a decommissioned 2011 Ford F-750 bucket truck. The municipal utility truck, formerly designated as E9, has reached the end of its useful life for the city and will be sold to recoup funds for the municipality's equipment replacement budget.

Cinco de Mayo Fiesta slated for Rochelle REC Center
ROCHELLE, Ill. — The city of Rochelle will host a free Cinco de Mayo Fiesta this Saturday, May 2, from 3 p.m. to 11 p.m. outside the Rochelle REC Center. Organized by the Rochelle Hispanic Community Association and heavily promoted by city staff, the family-friendly festival will feature four live bands, traditional dancing, a designated kid zone and various food and information vendors.
