Council holds hearing on $10.7 million water system improvements

ROCHELLE, Ill. — The Rochelle City Council held a public hearing Monday, March 9, to outline $10.7 million in proposed water system improvements, which are expected to increase average residential water bills by $5 a month by 2029. The city is applying for Illinois Environmental Protection Agency revolving loans to fund three major infrastructure projects. Officials noted the city could receive up to $6 million in principal forgiveness as a disadvantaged community. Average monthly residential bills are projected to rise from $33.72 to $38.72 to help cover the remaining debt service.


City prepares for $4 million lead pipe replacement mandate

ROCHELLE, Ill. — As part of its comprehensive water system overhaul, the city plans to replace five identified lead water service lines and 267 galvanized pipes at an estimated cost of $4.04 million. The replacements are required by the Illinois Lead Service Line Replacement and Notification Act, which mandates all public water supplies begin replacing lead and galvanized lines by April 15, 2027. The city is seeking 100 percent principal forgiveness from the state for the two-phase project, which would result in zero debt service for the pipeline replacements.


New well and water main relocation planned to support infrastructure

ROCHELLE, Ill. — Rochelle will construct a new 970-foot-deep well and replace aging water mains along Illinois Route 251 to address a 20.1 percent water loss rate in the distribution system. The new well, planned near Technology Parkway, will cost an estimated $4.68 million and help meet peak daily water demands. The $2.03 million Route 251 water main replacement will install 4,540 feet of new pipe ahead of a planned 2027 Illinois Department of Transportation highway reconstruction project.


Council approves $2 million underground cable purchase to clear interstate airspace

ROCHELLE, Ill. — The council unanimously waived competitive bidding to authorize the purchase of up to $2 million in underground electric cable for a city substation and other local infrastructure projects. The city locked in rates through a cooperative purchasing vendor to avoid copper market volatility. Electric department officials noted a portion of the cable will be used to bury overhead power lines crossing Interstate 88 near a local road, improving infrastructure safety by removing overhead line crossings.


Nonprofit liquor license fees slashed to $100

ROCHELLE, Ill. — Three local nonprofit organizations will receive financial relief after the council voted 7-0 to lower the annual nonprofit liquor license fee to a flat $100. The Moose Lodge, Floyd J. Tilton VFW Post 3878, and the Vince Carney Community Theater will collectively receive $2,350 in refunds for the 2026 license year. The reduction was requested by the city's liquor commissioner to alleviate the financial struggles the community organizations have faced since the COVID-19 pandemic and recognize their ongoing charitable contributions to the city.


Council approves special use permit for car wash development

ROCHELLE, Ill. — A new touchless, in-bay automatic car wash will be constructed on a vacant 0.91-acre lot along Coronado Drive following the council's unanimous approval of a special use permit. Applicant Eugene Judge plans to build a facility that allows vehicles to be washed and dried simultaneously to speed up service. The development, which will sit between a medical facility and a gas station near Wal-Mart, will also include a limited number of vacuum stations.
