City council approves intent to borrow funds for lead pipe replacement

ROCHELLE, Ill. — The Rochelle City Council unanimously voted Monday, Feb. 23, to approve a borrowing ordinance authorizing the city's intent to borrow funds from the Illinois Environmental Protection Agency's Public Water Supply Loan Program. The funds are designated for the replacement of lead and galvanized water service lines throughout the city. While the project is estimated to cost approximately $4 million, the ordinance authorizes borrowing up to $8 million to account for potential cost overruns. Water Superintendent Adam Lanning noted that under current loan conditions, the city expects 100 percent loan forgiveness for this project.
