Reno County commissioners on Wednesday unanimously approved a resolution of intent to issue industrial revenue bonds, a key financial step for a project that will convert landfill biogas into renewable natural gas.
The Meadowlark project, spearheaded by Greenview Energy, will capture methane that would otherwise be flared and convert it into pipeline-ready natural gas, creating a new revenue source for the county landfill. Greenview Energy Founder and CEO Casey Moye told commissioners that the project has made "tremendous progress," having secured a construction contractor and nearly completed two easements needed to connect the facility to a nearby pipeline.
Resolution 2026-28 does not officially issue the bonds, but it legally preserves the project's eligibility to reimburse currently incurred costs through tax-exempt bonds down the road. Bond counsel Kevin Cowan noted the facility qualifies for tax-exempt interest under federal law because of its direct connection to solid waste disposal.
Commissioner Richard Winger praised the project as a "win-win situation" for the county landfill. "We’re not building up unsafe amounts of gas there, and you guys are getting energy out of it, and we’re getting a little bit of money in return," Winger said. A comprehensive project update is expected at the commission's July 22 meeting.
