MCPHERSON, Kan. — Jim Loving's working life began pulling wire on his father's electrical crews in Wisconsin and peaked in the president's office of the National Cooperative Refinery Association (NCRA), McPherson's refinery. When it ended, he and his wife Dawn came home to McPherson. "The city had been good to us, and we wanted to give something back," said Loving, 70. In January, that impulse carried him into the mayor's office.
