MANHATTAN, Kan. — Residents, contractors and local business owners will soon be able to skip a trip to City Hall when applying for roughly 80 development-related services, according to the city.

Launching June 29, 2025, the city's new Online Permitting and Licensing Portal — powered by Oracle software and known as OPAL — will allow users to submit applications, upload building plans, track approval statuses and make payments from a single digital account. The centralized system is designed to replace manual paperwork with a streamlined online experience for services ranging from contractor and occupational licenses to environmental permits and zoning applications.

To help the public transition to the new platform, the city will host four training sessions covering account setup, application navigation and document uploading. In-person workshops are scheduled for 11 a.m. June 29, 2025, in the City Commission Room at City Hall, followed by sessions at 4 p.m. June 29, 2025, and 8 a.m. June 30, 2025, at Manhattan Fire Department headquarters. A final virtual training will be offered at noon June 30, 2025, with a portal access link and registration details available on the city's business and development webpage.
