Commission approves $184 million debt issuance in narrow vote

LAWRENCE, Kan. - The city commission narrowly approved the issuance of $158 million in general obligation bonds and $25.9 million in temporary notes Tuesday after a lengthy debate over the city's debt capacity. Two commissioners voted against the measure, citing concerns over the financial burden on taxpayers, a lack of long-term modeling and the high cost of the new Municipal Services and Operations campus. Three commissioners supported the issuance, arguing that the debt is necessary to execute long-planned infrastructure repairs and that delaying the bonds would only lead to higher construction and financing costs.


City manager search officially underway

LAWRENCE, Kan. - The search for a new city manager officially began Tuesday, according to an announcement from city officials. The city has published the application for the top administrative role, with a submission deadline set for April 5. Grocery store development at Sixth and George Williams moves forward

LAWRENCE, Kan. - An application for a community improvement district to support a new Aldi grocery store at West Sixth Street and George Williams Way was accepted by a 4-1 vote, allowing city staff to begin a third-party financial review. Developer Catalyst Property Group cited significant grade changes and a lack of existing utility extensions as reasons for the incentive request. One commissioner was the lone dissenting vote, suggesting that the site's proximity to the planned Costco could generate enough organic economic success to make tax abatements and incentives unnecessary.


Free Community Building access extended for three months

LAWRENCE, Kan. - Free public drop-in access to the Community Building will continue for another three months after the city commission voted 4-1 to allocate $17,000 from the city's fund balance to cover operational costs. Parks, recreation and culture department staff reported a significant increase in visitation during the initial trial period but highlighted ongoing security and Americans with Disabilities Act compliance challenges at the facility's entrances. Parks and rec explores expanded sponsorships to boost revenue

The requested briefing will cover recent operational transitions at the facility, commercial lease renewal procedures and a review of past legal issues involving the Federal Aviation Administration.


Municipal court judge retires

LAWRENCE, Kan. - The Lawrence Municipal Court is seeking a new judge following the retirement of Judge Chris Kopecky, whose last day on the bench was Monday. City officials commended Kopecky during the meeting, praising his years of service and the substantial procedural progress he implemented within the municipal court system during his tenure.
