City seeks to renegotiate Chamber master agreement

JUNCTION CITY, Kan. — Junction City has issued a notice to terminate or renegotiate the 2018 master agreement that places economic development and military affairs under the Junction City Area Chamber of Commerce. During a joint meeting with the Geary County Commission and chamber representatives, legal counsel discussed refining the agreement to improve fiscal responsibility and municipal oversight. The current agreement, which combined the Chamber and the Economic Development Commission (EDC) in 2018, is up for renewal, prompting the city to seek restructuring ahead of the July 1 deadline.

Chamber warns of financial strain if umbrella entities separate

JUNCTION CITY, Kan. — Junction City Area Chamber of Commerce officials warned that the organization would face severe financial challenges if the Military Affairs Council (MAC) and Economic Development Commission (EDC) are removed from its umbrella. Chamber representatives noted that membership dues alone cannot cover basic operations, salaries, rent and utilities. They cautioned that splitting the entities could cause significant financial distress for the chamber and impact its ability to secure major financial institution sponsors.

City offers Municipal Building basement to house separated entities

JUNCTION CITY, Kan. — In an effort to consolidate resources and save on overhead costs, City Manager Kim Zimmerman offered the empty basement of the Municipal Building to house the Junction City Area Chamber of Commerce and its allied entities. The proposal aims to keep economic development, military affairs and chamber staff working in close proximity while reducing the financial burden of their current commercial lease, which expires at the end of the year.

Community leaders call for independent CEO over umbrella groups

JUNCTION CITY, Kan. — Several meeting attendees argued that the original structural design of combining the Junction City Area Chamber of Commerce, Economic Development Commission (EDC) and Military Affairs Council (MAC) under one roof is sound, but has struggled due to a lack of strong, independent executive leadership. Rather than breaking the entities apart, advocates suggested hiring an independent president of operations to oversee all divisions, enforce financial accountability and prevent the organizational disagreements among the affiliated groups.

City manager proposes moving military affairs under city control

JUNCTION CITY, Kan. — City Manager Kim Zimmerman proposed moving the Military Affairs Council (MAC) entirely under city control, citing improved communication and efficiency over the past two months. Zimmerman noted that MAC operations rely heavily on relationships with Fort Riley and federal agencies, arguing the city is better positioned to manage the entity than the Junction City Area Chamber of Commerce. Under this proposal, the Geary County Commission would continue to help fund the MAC, but the city would oversee its operations and personnel.

Commission acts to evaluate dual MAC payments

JUNCTION CITY, Kan. — The Junction City Commission directed City Attorney Britain Stites to draft a contract amendment with the Junction City Area Chamber of Commerce and Geary County to evaluate and resolve overlapping funding for Military Affairs Council (MAC) services. The city currently levies taxes to fund the chamber's MAC operations while simultaneously paying Rob Wilson — the former MAC director who was hired by the city as a military liaison after his departure from the chamber — to perform MAC-related duties. The commission is seeking a temporary financial resolution to ensure the city effectively allocates resources without duplicating service obligations.

Upcoming breakfast events spark urgency for MAC resolution

JUNCTION CITY, Kan. — Confusion over the leadership of the Military Affairs Council (MAC) has raised concerns regarding potential lost sponsorships and the organization of two major upcoming community events: the MAC Breakfast scheduled for late July and the New Teachers Breakfast on July 29, 2026. Officials stressed the immediate need to clarify roles and responsibilities between the Junction City Area Chamber of Commerce and the city's military liaison, Rob Wilson, to ensure the fast-approaching events proceed smoothly.

Mayor Butler temporarily appointed to Economic Development Commission

JUNCTION CITY, Kan. — Mayor Terry Butler was unanimously approved by the city commission to temporarily fill a vacant seat on the Economic Development Commission (EDC). The EDC currently has multiple expired terms and vacancies, stalling its ability to operate effectively. Butler will serve on the advisory board for up to 90 days while city staff advertises the position and collects applications to find a permanent appointee.

Main Street will maintain separate status to secure grants

JUNCTION CITY, Kan. — Junction City Main Street executive director Jordan McCann addressed the joint boards to clarify that her organization must remain separate from the Junction City Area Chamber of Commerce to maintain its 501(c)(3) nonprofit status. While emphasizing a strong working relationship with the chamber — which operates as a 501(c)(6) — McCann explained that merging the two entities would jeopardize Main Street's ability to apply for large grants crucial for downtown revitalization efforts.
