Commission withholds economic development funding, seeks chamber restructure

JUNCTION CITY, Kan. — Following an executive session, the Junction City commission voted to issue a formal notice to the Geary County Board of Commissioners and the Junction City Area Chamber of Commerce regarding its intent to restructure their master economic development agreement. In a related move, the commission approved a motion to temporarily pause discretionary monetary disbursements to the Economic Development Commission while the agreement is reviewed. Under the new directive, the city will continue to release funds for fixed costs, such as payroll and lease obligations, with all other funding requests requiring written documentation and approval from City Manager Kim Zimmerman and Finance Director Jamel Wilcox to ensure standardized financial oversight.

Revenue neutral rate deadline prompts urgent budget workshops

JUNCTION CITY, Kan. — Finance Director Jamel Wilcox warned the commission that time is running out to finalize the municipal budget, noting a state-mandated July 20 deadline to notify Geary County if the city intends to exceed the revenue neutral rate. With valuations not arriving from the county until mid-June and major departments like public works yet to present their numbers, commissioners agreed to schedule a lengthy, standalone budget workshop on a non-commission day to work through the remaining finances and determine the future property tax burden.

City awards $1.75 million bid for Washington Street Bridge rehab

JUNCTION CITY, Kan. — The commission awarded a $1.75 million contract to a Salina-based contractor for the rehabilitation of the Washington Street Bridge. The winning bid came in roughly $165,000 over the engineer's estimate after an earlier bid was disqualified due to state transportation department qualification requirements. KDOT will cover $329,000 of the project through a cost-share program, leaving the city to pay approximately $1.42 million using federal exchange and special highway funds.

Animal shelter expansion faces $400,000 funding shortfall

JUNCTION CITY, Kan. — The planned expansion of the city's overcrowded animal shelter has hit a financial roadblock after the lowest construction bid came in at nearly $1 million, far exceeding the $600,000 the city currently has encumbered for the project. The shelter currently houses 38 dogs and 27 cats, operating at maximum capacity. City staff presented the commission with potential solutions to bridge the $400,000 gap, including securing a low-interest loan for the full amount or utilizing leftover proceeds if a pending real estate sale of the city call center to the Department of Veterans Affairs is finalized this summer.

Fire department SCBA compressor approved in split vote

JUNCTION CITY, Kan. — In a 3-2 split vote, the commission approved a request from the Junction City Fire Department to purchase a new self-contained breathing apparatus (SCBA) air compressor for Station 1 at an estimated cost of up to $90,210. Fire officials argued the equipment is necessary to fill air tanks downtown without driving to Station 2, noting that the Riley County Police Department also utilizes the city's equipment. The purchase will be funded entirely through money recovered from the recent sale of excess city vehicles and equipment. Dissenting commissioners cited a lack of information prior to casting their votes against the measure.

Juneteenth festival requests $15,000 for 2027 entertainment

JUNCTION CITY, Kan. — Organizers of the Junction City Juneteenth Festival presented their 2027 budget request, asking the city to increase its entertainment funding allocation from $10,000 to $15,000 as part of the upcoming 2027 municipal budget cycle. Representatives stated the festival has grown significantly, drawing an estimated 5,000 attendees last year, and requires the extra funds to secure top-tier regional talent. Commissioners expressed support for the event's cultural and economic impact but urged organizers to pursue additional corporate sponsorships and apply for funding through the Convention and Visitors Bureau to offset the rising costs.

Opera house holds budget flat, highlights downtown arts district impact

JUNCTION CITY, Kan. — C.L. Hoover Opera House Executive Director Ellie Dillon presented the venue's 2026–2027 budget, announcing a slight overall decrease in expenses and confirming she is not requesting any funding increases from the city. Dillon noted the facility drew nearly 16,000 patrons last year and saw a 10 percent increase in private facility rentals. The opera house plans to lean into the city's new arts district initiative with a "Live on 7th" theme next season, partnering with JC Main Street and the Dorothy Bramlage Public Library to continue driving downtown economic activity.

ATA Bus faces crisis following county, school district funding cuts

JUNCTION CITY, Kan. — ATA Bus representatives requested a $122,000 increase in operations funding from the city to save its fixed-route services after suffering $115,000 in combined budget cuts from Geary County and Unified School District 475. Transit officials warned that without the city's financial intervention, they will be forced to eliminate fixed routes entirely. Additionally, the lack of local matching funds would result in the forfeiture of nearly $300,000 in Kansas Department of Transportation funds and jeopardize a separate six-year-old, $900,000 federal grant intended for a new transit facility.
