The Hutchinson City Council will close its hearing on a housing incentive district for the Meadows on Monroe development at 5:30 p.m. Tuesday, Oct. 6, and take comment on state water-line loans for two subdivisions.

A reinvestment housing incentive district, or RHID, helps pay for the public improvements behind new housing. Property inside it is taxed as usual, but for up to 25 years the taxes on value added after the district is created go to a project fund instead of to the taxing bodies, excluding the 20-mill statewide school levy and the 1.5-mill state levy.

Separate hearings follow on state loans to extend city water service to the Foothill Estates and Lakeview Hills subdivisions, which Citizen Journal previewed Monday, Oct. 5. The city recently held neighborhood meetings with residents of both subdivisions on the proposed waterline extensions.

The city said in a social media post previewing the meeting, "Residents are welcome and encouraged to attend the public hearing and provide comments directly to the City Council."

The meeting is at City Hall and streams on the city's YouTube channel and Facebook page. Council members can be reached by phone or email outside meetings; their contact information is on the City Council page of the city's website, where the full agenda packet is also posted.
