HUTCHINSON, Kan. — The city council voted 4-1 to amend the Community Improvement District (CID) for The Landmark at 501 N. Main St., removing residential units from a 2 percent additional sales tax. Finance Director Angela Richard explained that without the amendment, apartment tenants would have inadvertently been subject to the state-collected tax. To resolve the issue, the first-floor commercial businesses will retain the Main Street address and the CID tax, while residential units will be assigned a separate West Fifth Avenue address. Council member Stacy Goss, who previously opposed the original CID over concerns about burdening small businesses, cast the lone dissenting vote.

However, the delay came with a sharp critique from the dais regarding current property maintenance. Referencing earlier public complaints about 3-foot-tall weeds on Hollyhock Drive, it was pointed out during the meeting that the unmowed lots were said to belong to the developer's business partner, suggesting the group should address its existing maintenance issues while actively seeking city partnerships.

HUTCHINSON, Kan. — As public interest mounts over the potential arrival of large-scale technology facilities, the city announced an upcoming open house to gather feedback on regulating data centers. Community Development Director Matt Williams invited residents to attend the public forum on Aug. 12 at the Fire Command Training Center. Scheduled for sale on Sept. 1, the bonds will reimburse the city for projects including the Zoo Nature Play Phase II, Fairgrounds Playground, the Memorial Hall roof, the annual sidewalk and street programs and the Plum Creek Phase 1 lift station. Finance Director Angela Richard reported that the city is hoping to secure a favorable interest rate of around 4 percent given current market conditions.

City officials announced that proposed plans for Memorial Hall and the Stringer Fine Arts Center will be presented for community feedback at 5:30 p.m. on Wednesday, Aug. 5. The historic Memorial Hall recently received city bond funding for a new roof, and city leaders are now seeking public guidance on the facility's long-term revitalization and use.
Council adopts new public offense code featuring first responder buffer law
HUTCHINSON, Kan. — A new state law making it a misdemeanor to remain within 25 feet of a first responder after being warned is now officially enforceable in Hutchinson. The city council voted 4-1 to adopt the 42nd edition of the Uniform Public Offense Code, which updates the city's criminal codes to mirror state law. The newly incorporated regulation makes it a Class B misdemeanor to ignore warnings and remain in the buffer zone with the intent to interfere, threaten or harass law enforcement officers, emergency medical services providers or firefighters.
New police contract includes bilingual pay incentives
HUTCHINSON, Kan. — Hutchinson police officers who fluently speak Spanish will now receive additional pay for their language skills. The city council unanimously approved the updated Fraternal Order of Police contract as part of its consent agenda. City leaders highlighted the change before the vote, stating that financially compensating officers who can fluently engage with a wider segment of the public is a highly positive step for the community, though the exact dollar amount of the incentive was not immediately available prior to publication.
Updated traffic ordinance brings new hands-free driving rules to city
HUTCHINSON, Kan. — Hutchinson drivers must now use hands-free devices when driving through school and active construction zones following the city council's unanimous adoption of the 53rd edition of the Standard Traffic Ordinance. Assistant City Attorney Cody Smith noted that police will issue warning citations for handheld device violations through June 30, 2027, after which violators will face a $60 fine. The updated local ordinance also matches state law by making it a violation for license plate frames — including dealership and decorative frames — to obscure the state name, plate number or registration decal.
