HURON, S.D. - The city commission approved the first reading of a supplemental appropriations ordinance to address budgetary adjustments for the previous and current fiscal years. Finance Officer Amy Sad explained that the measure covers costs for projects that rolled over from 2024 to 2025, including significant property improvements in the street department, a salt shed and boiler labor. The ordinance also corrects budgeting errors in the water, sewer and inspection departments where personnel were misallocated, with a second reading set for Jan. 26.

Finance officers attributed the increase primarily to street department projects and other capital improvements that were delayed in 2024 and are being completed this year, utilizing this revenue source dedicated to capital improvements and infrastructure maintenance.

HURON, S.D. - The commission authorized the transfer of $162,425 from the governing board's contingency fund to cover overages in various departments. The funds were needed to address mid-year rate increases for gas and electricity, as well as payroll discrepancies in the engineering and inspection departments caused by administrative calculation errors; despite these expenses, $51,223 of the original $213,706 contingency budget remained unused and will return to city reserves.
City accepts opioid settlement funds and band donation
HURON, S.D. - During the review of fund transfers, the commission formally accepted and allocated specific community funds, including $5,000 in opioid settlement money directed to Community Counseling Services to support addiction treatment efforts. Additionally, the city recognized a $7,240 donation designated for the community band.
Golf management contract renewed with 3% increase
HURON, S.D. - The commission approved a 2026 management contract for the Madison Golf & Country Club, which includes a standard 3 percent payment increase for the management team and adjusts the operating timeframe to align with the months the course remains open. During the discussion, a request was made for future reports to include data on the specific number of rounds played to better track the "ebb and flow" of course usage over the last five years.
City approves combined election with school board and county
HURON, S.D. - Voters will head to the polls on June 2, 2026, for a combined election involving the city, the local school board and the county following the commission's unanimous approval of an agreement to consolidate the elections. Designed to streamline the voting process and share administrative resources, the joint election agreement was reviewed and approved by City Attorney David Jencks prior to the vote.
