HURON, S.D. — Due to a lack of initial bids stemming from volatile global oil prices, the city reached out for competitive quotes and approved a $101,835 purchase of asphalt emulsion from Flint Hills Resources. The $657-per-ton cost came in slightly over budget, prompting the approval of $4,835 from secondary reserves to cover the difference. Assistant City Engineer Dennis Bennett noted that a lack of initial bidders has become a more common occurrence recently due to the fluctuating oil market.


City awards crack sealing contract, dips into second-penny funds

HURON, S.D. — A $66,125 contract to Lot Pros, Inc. for asphalt concrete crack sealing was awarded alongside an authorization of an additional $13,000 from second-penny funds to cover the over-budget cost. Despite the higher price tag, the approved bid was substantially lower than the three competing quotes, which hovered around $90,000. The engineering department recommended moving forward despite the budget overage to ensure the city's routine road maintenance remains on a consistent cycle.


Sanitary sewer manhole lining project comes in under budget

HURON, S.D. — A final payment of $90,608.80 to Key Contracting was approved for the completion of a sanitary sewer manhole lining project. According to the city engineering department, the final cost of the infrastructure repair came in approximately $4,400 under the originally budgeted amount, marking a financial win for the city's utility maintenance budget.


Annual summer water conservation measures take effect

HURON, S.D. — Annual water conservation measures are in effect from June 1 through Sept. 30 to manage peaks and valleys in municipal water usage. Under the rules, odd-numbered addresses may water lawns on Tuesdays, Thursdays and Saturdays, while even-numbered addresses may water on Mondays, Wednesdays and Fridays. All watering is strictly prohibited during the peak heat hours of 10 a.m. to 5 p.m. The measure is not driven by drought conditions but is necessary to manage seasonal demands on the city's water plant.


Solid waste collection routes to begin earlier

HURON, S.D. — Beginning June 8, all municipal solid waste collection routes will start an hour earlier at 6 a.m., according to the Solid Waste Department. Residents are encouraged to place their garbage cans on the curb the night before to avoid missing the trucks, as drivers will not be rerouting to pick up missed trash.


City transfers Southtown lot to spur residential development

HURON, S.D. — To facilitate the construction of a new home, a quitclaim deed was approved transferring a lot in the Southtown Development to Greater Huron Development Corporation, a local economic development organization. The transfer will place the lot into the hands of a local contractor building a residential home. The development is a positive sign for the city's population growth, with the Southtown Development currently having about 40 of its original 62 residential lots remaining for development.


Board of adjustment approves setback variance for commercial garage

HURON, S.D. — Convening as the board of adjustment, a variance was approved allowing a property owner to build a standalone, wood-frame garage 5 feet from the south property line at 206 Iowa Ave. SE. The applicant originally requested a 4-foot setback in the B1 commercial zone but agreed to 5 feet to comply with international building code fire safety requirements without needing to install specialized fire-code sheetrock. A stipulation was added that the lot must not be used for the outside storage of vehicles.


Event center receives funding for upgraded fire doors

HURON, S.D. — An unbudgeted $7,500 request was approved to install new Americans with Disabilities Act-compliant fire doors at the Huron Event Center. The additional funding, which will be drawn from the Huron Event Center Endowment Fund rather than city reserves, will replace the original 1987 ballroom doors. Management noted that while the initial budget only called for updating the hardware on the old doors, replacing them entirely allows the new installations to be safely integrated into the building's fire alarm system.


City approves new phone contract, saving thousands monthly

HURON, S.D. — A 60-month phone services agreement with Midco was approved for $790.95 per month, replacing a CenturyLink contract that cost the city roughly $2,400 monthly. The transition to the digital phone system will begin with a short testing phase before full implementation. The 60-month term locks in a discounted rate for trunk lines, ultimately saving thousands of dollars annually in operational costs.
