The City of Hays has promoted local construction veteran Logan Downing to oversee its public infrastructure and capital improvement initiatives as the new municipal project manager.

Downing, a lifelong Western Kansas native who has served as a city project inspector since November 2024, will officially assume his new duties on Monday, Oct. 12.

In the leadership role, he will manage major civic developments from concept through final inspection, ensuring that ongoing public works projects adhere to safety standards, state codes, timelines, and municipal budget constraints.

City Manager Toby Dougherty praised the promotion, noting that Downing’s background in private contracting and his proven field oversight as an inspector give him a thorough understanding of the responsibilities required to guide the city's capital projects toward completion.

Before joining the local government, Downing spent a decade working for a mechanical contractor in Hays. He is a 2009 graduate of Hays High School and earned a bachelor's degree in technology studies from Fort Hays State University in 2014.
