Council rejects proposed changes to sewer rate calculations
GREEN RIVER — A proposal to change how the city calculates winter sewer rate averages failed on first reading Tuesday after a motion to advance the measure died for lack of a second.
The ordinance would have allowed the Green River City Council to shorten the current six-month averaging period to four months to address concerns that residents are unfairly billed for summer irrigation water that never enters the sewer system.
During the debate, opponents argued against the change, citing that the city had received a relatively small number of complaints compared to the total number of accounts. It was also noted that altering the system could ultimately increase rates or require a costly transition to individual residential sewer meters.
Green River secures $1.4 million in restored Sixth Penny tax funds
GREEN RIVER — The Sixth Penny Board has approved an adjustment restoring approximately $1.4 million in funding to Green River.
The funds were originally allocated to the city but had been redirected because of bonding issues involving other regional entities. Because Green River did not bond for its projects, the money has now been returned to the city's allocation, significantly bolstering local infrastructure resources.
Council awards $369,250 slurry seal contract for road preservation
GREEN RIVER — The Green River City Council unanimously awarded the 2026 slurry seal project to Morgan Pavement Maintenance for $369,250.
Funded by the Sixth Penny tax, the annual pavement preservation project will treat just over eight miles of roadway. City Engineer Dustin Romero said the city received three competitive bids, with Morgan Pavement providing a fair and reasonable price for the asphalt maintenance work.
Contract approved for ADA and safety upgrades at local schools
GREEN RIVER — The Green River City Council unanimously awarded a $148,450 contract to DeBernardi Construction Company, Inc., a Rock Springs-based firm, for Americans with Disabilities Act upgrades at two local schools.
The project involves removing and replacing sidewalks in front of Monroe Elementary and Lincoln Middle School to bring them into ADA compliance. The work will also include new flashing crosswalk beacons and restriped crossings in front of Monroe Elementary. The city is serving as the contracting entity because the work is funded through a Wyoming Department of Transportation Alternatives Program (TAP) grant awarded to Green River, which requires a municipal cost-share.
Police receive $93,087 state grant for drug task force officer
GREEN RIVER — The Green River Police Department has secured a $93,087 grant through a High-Intensity Drug Trafficking Area contract with the state of Wyoming to partially fund a drug task force officer.
Police Chief Shaun Sturlaugson said the position allows the city to directly support drug enforcement efforts in Sweetwater County while partnering with state agencies.
City extends negotiations for Rocky Mountain Power franchise agreement
GREEN RIVER — The Green River City Council unanimously approved a first-reading extension of the Rocky Mountain Power franchise agreement, giving both parties more time to finalize negotiations.
City Administrator Reed Clevenger said talks are progressing well but that legal language issues have delayed the process. The extension ensures the current agreement remains in place while attorneys for both sides resolve the remaining details.
City appointee confirmed to Joint Powers Telecommunications Board
GREEN RIVER — The Green River City Council unanimously confirmed the appointment of Brey Edwards to the Joint Powers Telecommunication Board.
Edwards, an IT Specialist for the Sweetwater Combined Communications Joint Powers Board, volunteered to fill a vacancy left by Marty Carollo, who resigned from the board in April. Edwards will serve the remainder of Carollo's term, which expires Sept. 5, 2026.
