City prepares for Pinal Creek sediment removal project

GLOBE, Ariz. — The city council received a timeline update on the multimillion-dollar Pinal Creek sediment removal project aimed at mitigating future flood risks. With 159 days remaining on a strict 220-day federal timeline, city officials are awaiting final 30-day environmental and cultural clearances before the project contractor can begin dredging. City Manager Paul Jepson urged public patience regarding the pace of the project, noting the city is moving at "lightning speed" to follow the strict federal guidelines required to secure $18 million in Natural Resources Conservation Service reimbursement funds.

City officials lobby in Washington D.C. for flood relief

GLOBE, Ariz. — Mayor Al Gameros, City Manager Paul Jepson and Councilmembers Fernando Shipley and Jesse Leetham recently returned from a lobbying trip to Washington, D.C., to seek additional federal assistance for ongoing flood recovery. The delegation met with congressional representatives, the U.S. Department of Agriculture and the Natural Resources Conservation Service to request a Federal Emergency Management Agency declaration and a waiver for the city's $5.5 million local match required for the creek sediment project. City officials reported that the meetings were highly productive and positively received.

Hazardous testing ordered for temporary flood debris site

GLOBE, Ariz. — The council approved a $28,558 contract with Atlas Technical Consultants to conduct hazardous materials testing on a temporary flood debris site. Because the 2,006-cubic-yard pile of sediment has been sitting for months, contractors must test deep into the pile for lead, asbestos and E. coli before it can be permanently relocated. The Arizona Department of Emergency and Military Affairs is expected to reimburse 75 percent of the testing costs.

Code enforcement to resume for flood-damaged downtown buildings

GLOBE, Ariz. — Code enforcement for flood-damaged commercial properties in the downtown area will officially resume on April 6, six months after the initial disaster. Building Official Tony Manfredi announced that while the city will continue to work with property owners making steady progress, enforcement is necessary to address prolonged pedestrian hazards, blight and public safety issues. Manfredi also noted that the city issued its first demolition permit for a historic downtown building, explaining that severe under-foundation water erosion has twisted some century-old structures beyond repair.

City moves forward on Cedar Street drainage fixes

GLOBE, Ariz. — The council authorized a call for bids to address recurring flooding issues near Pine and Broad streets with the Cedar Street Sidewalk Drainage Improvement Project. The project will reconstruct sidewalks and adjust street elevations from the local alleyway down to Pine Street to correct an inverse drainage slope that currently pushes rainwater toward historic buildings. Bids are due June 12, with construction slated to begin in July.

Last-minute asbestos testing secures $3.9 million grant application

GLOBE, Ariz. — City officials successfully met a tight deadline for a $3.9 million Environmental Protection Agency Brownfield grant application after discovering the Globe Active Adult Center required urgent roof testing. The council ratified a $4,997 emergency contract with Atlas Technical Consultants to conduct the asbestos survey, which ultimately tested positive. The completed application was submitted on time, and the city expects to hear if they are awarded the mitigation grant in May.

Council approves contract for new community skate park

GLOBE, Ariz. — The city council unanimously approved a $229,893 contract with American Ramp Company to build the Globe Community Center Skate Park. The project, fully funded by a Community Development Block Grant administered through the Central Arizona Governments, will include skate equipment, Americans with Disabilities Act-compliant picnic pads and a connecting sidewalk path. Construction is scheduled to be completed by Aug. 1.

Accounts payable report highlights heavy flood recovery spending

GLOBE, Ariz. — The city council approved a $1.8 million accounts payable report — significantly higher than the city's usual $400,000 to $800,000 cycle. City Manager Paul Jepson noted that the high figure reflects three weeks of billing heavily weighted by flood recovery efforts and infrastructure investments. Notable line items included a nearly $1 million upfront payment to utility contractor Apache Underground & Excavating LLC for flood-reimbursable work and the final payoff to Meridian Engineering for the Upper Pinal Creek Bridge project.

Council warns delinquent water customers of pending shutoffs

GLOBE, Ariz. — While approving the annual write-off of $6,516 in uncollectible water debt for the fiscal year, a stern warning was issued to active residents with severely delinquent utility accounts. Under a newly established agreement with the Arizona Water Company, the city is preparing to shut off water services for 19 accounts located in a specified western commercial corridor if payment arrangements for past-due sewer and garbage bills are not made immediately.
