County officials seek answers following unannounced ICE enforcement

FINNEY COUNTY, Kan. — Finney County Commission Chair Vicki Germann opened the meeting by addressing recent, unexpected federal immigration enforcement activity in Garden City that left many residents fearful and concerned. Germann stated that local governing bodies and law enforcement were not notified in advance of the increased federal immigration enforcement activity or given the usual opportunity for coordination to ensure public safety. In response, county officials are actively meeting with state and federal representatives, including staff from U.S. Sen. Jerry Moran's office, to seek answers, advocate for the protection of the community and local law enforcement, and ensure that residents' concerns are heard at the federal level.


Commission approves $78,000 testing contract for new jail

FINNEY COUNTY, Kan. — The Finney County Commission approved a $78,000 agreement with Terracon Consultants, Inc. to provide third-party construction observation, material testing and inspection services for the new Finney County Jail. Maintaining a direct contract with the testing firm, rather than routing it through primary builder McCownGordon Construction, ensures independent verification of construction materials and avoids potential conflicts of interest. The testing expenses were already factored into the project's guaranteed maximum price budget approved in August.


Utility agreement secures permanent electric service for new jail

FINNEY COUNTY, Kan. — Commissioners approved an electric service agreement with Wheatland Electric Cooperative to construct a three-phase underground electrical line extension for the new Finney County Jail at 2460 W. Kansas Ave. Under the agreement, Finney County will pay two-thirds of the construction costs for the line extension. The utility extension costs were identified during early project development and are fully covered by the overall master project budget.


Delinquent sewer charges for 180 homes moved to tax roll

FINNEY COUNTY, Kan. — The board adopted a resolution authorizing the collection of delinquent sewer charges for Finney County Sewer District No. 1 by placing the balances on the 2026 property tax roll. The resolution affects more than 180 homes with overdue accounts that the governing body determined were uncollectible without lengthy legal proceedings. Commissioners noted that current homeowners will be responsible for the resulting tax bills, emphasizing the importance of title searches during real estate transactions.


County attorney reports spike in criminal cases, discusses juvenile crime

FINNEY COUNTY, Kan. — Finney County Attorney Susan H. Richmeier presented her department's third-quarter report, noting a 312-case increase in filed cases overall, including a spike of 113 criminal cases and 47 juvenile offender cases. Despite the increase, Richmeier highlighted the county's ongoing success in managing juvenile offenders without relying heavily on detention facilities. She credited strong collaboration between local law enforcement, judges and juvenile services for providing alternative consequences for youth while reserving detention overrides exclusively for serious, violent offenses.


Facilities report highlights JDC remodel and LEC HVAC repairs

FINNEY COUNTY, Kan. — A quarterly facilities maintenance report revealed that county staff completed 533 work requests over the past four months, with 38 percent of the work centered at the Finney County Law Enforcement Center, primarily due to summer heating, ventilation and air conditioning issues. Maintenance staff also highlighted progress on larger-scale capital projects, including the near completion of the Southwest Kansas Juvenile Detention Center remodel. That project will convert a shelter pod into a detention pod, effectively doubling the center's capacity to prepare for future needs.


Nov. 13 proclaimed Robert D. 'Bob' Prewitt Day ahead of facility dedication

FINNEY COUNTY, Kan. — The commission proclaimed Nov. 13 as Robert D. "Bob" Prewitt Day, honoring the longtime emergency medical services (EMS) leader for his more than 50 years of service to Finney County. The proclamation will be officially read during a ribbon-cutting ceremony next month to dedicate the newly renamed Finney County Health Department and Robert D. "Bob" Prewitt EMS facility. Prewitt, a living retiree, served as a member of the county's first emergency medical services crew and later as its director, helping build the foundation for emergency services in the community.


Finney County to illuminate buildings green in support of veterans

FINNEY COUNTY, Kan. — In recognition of the service and sacrifices of U.S. military veterans, the commission approved a proclamation authorizing the county's participation in Operation Green Light. The nationwide initiative, sponsored by the National Association of Counties, will see appropriate county facilities illuminated with green lighting from Nov. 4 through Nov. 17. The county encourages residents and local businesses to participate by displaying green lights at their homes and storefronts during the observance period.
