Council advances All West telecommunications franchise on second reading

ROCK SPRINGS, Wyo. — A proposed ordinance granting All West Communications a franchise to operate and maintain a telecommunications network within city limits passed its second reading. The telecommunications franchise ordinance, which dictates the terms under which the company may utilize city streets, alleys and utility easements for its infrastructure, was approved unanimously by the Rock Springs City Council. A third and final reading will be required before the franchise agreement is officially enacted.


Cable franchise agreement secures 5 percent gross revenue fee for city

ROCK SPRINGS, Wyo. — The Rock Springs City Council unanimously approved the second reading of the cable franchise ordinance, which grants a separate cable franchise to All West Communications. According to Rock Springs City Attorney Richard Beckwith, the agreement is highly favorable to the municipality, securing a 10-year term and a 5 percent franchise fee, which is the maximum permitted under federal law. Beckwith reportedly indicated that despite rapidly changing federal regulations and shifting technology in the cable industry, the city's financial interests remain strongly protected under the current terms.


City approves bid for new wheel loader

ROCK SPRINGS, Wyo. — The Rock Springs City Council unanimously approved the low bid from Rock Springs-based RDO Equipment Co. to purchase a new John Deere wheel loader. A public works representative explained the equipment was re-bid to ensure all submitted proposals included necessary attachments, specifically snow end-gates that are crucial for public safety. The new machinery will replace aging equipment, including a model from the 1990s that recently suffered transmission issues, and is expected to increase operational efficiency during the winter months.


Weather may delay downtown crosswalk painting project

ROCK SPRINGS, Wyo. — A street closure permit for the resurfacing of a downtown intersection and the repainting of local crosswalks was unanimously approved, though unpredictable weather may force a delay. The crosswalks are set to be painted red, white and blue by Rock Springs High School art students in celebration of the nation's upcoming 250th anniversary. The Rock Springs City Council agreed to extend the permit to the weekend of May 2 if rain or snow prevents the infrastructure work from proceeding as initially planned.
