DOUGLAS COUNTY, Kan. — Following an extensive public comment period and substantial debate, the Douglas County Board of County Commissioners approved a $40,000 pilot program for tenant eviction defense. The measure, which utilizes funds already set aside in the 2026 budget, directs county staff to informally solicit proposals from nonprofit legal providers, such as Kansas Legal Services and Kansas Holistic Defenders, to provide legal representation for tenants facing eviction. Commissioners Karen Willey, Shannon Reid and Patrick Kelly voted in favor, viewing the pilot as an opportunity to gather localized eviction data and provide a backstop against illegal evictions. New economic dashboards and zoning diagnostic reports released

DOUGLAS COUNTY, Kan. — County administration announced the release of preliminary issues identified by Clarion Associates for the county's ongoing zoning code diagnostic project. Additionally, the Economic Development Corporation of Lawrence & Douglas County has published new economic data dashboards designed to provide better tracking of local economic development efforts. HeadQuarters Kansas granted $300,000 to ensure 2026 solvency

DOUGLAS COUNTY, Kan. — The commission unanimously approved a $300,000 request from HeadQuarters Kansas to help keep the organization financially stable through 2026. Dan Watkins, the court-appointed custodian for the crisis hotline provider, detailed the nonprofit's recent financial overhaul to address previous challenges, which included completing outstanding independent audits, repaying approximately $340,000 in misspent grant funds following a state audit, and securing temporary funding to meet payroll. The approved county funds will be drawn to sustain operations as HeadQuarters fully transitions its local crisis response efforts into the 988 network and reconstitutes its board of directors.


Site expansion approved for Heinen Outdoor Power Equipment

DOUGLAS COUNTY, Kan. — A revised site plan for Heinen Outdoor Power Equipment, located at 1795 E. 1500 Road, received unanimous approval from the board. The 11-acre redevelopment project includes a large building addition, expanded parking with new landscaping and a 2,200-square-foot open-air carport to display heavy equipment. A previous stormwater detention pond will be removed, as the county engineer determined the overall reduction in the site's impervious surface percentage eliminates the need for stormwater management. The expansion is expected to double the business's current workforce to 12 employees.


Library governance bill awaits governor's signature

DOUGLAS COUNTY, Kan. — House Bill 2539, requiring that members of the Eudora community library district board of directors be elected, has passed both chambers of the Kansas Legislature and is currently awaiting Gov. Laura Kelly's signature. The local legislation was briefly discussed during the meeting's closing updates. Commissioners noted the measure is expected to become law shortly, either with a signature or by allowing the deadline to pass, marking a significant governance update for the community.
