LAWRENCE, Kan. — The Douglas County Commission on Wednesday reviewed a 2027-2031 capital improvement plan, outlining $42.7 million for facilities and $41.8 million for roads and bridges over the next five years. Finance officials emphasized that every project is fully cash-funded through existing balances, general fund transfers and grants, eliminating the need to take on new debt. The capital fund currently holds an $85.7 million balance to sustain these long-term infrastructure and facility upgrades.
Douglas County Public Safety Building nears completion
