County sets hearing to exceed revenue neutral rate for 2027 budget

DOUGLAS COUNTY, Kan. - The Douglas County Commission unanimously authorized staff to notify Douglas County Clerk Jamie Shew of its intent to exceed the revenue neutral rate for the 2027 budget. The board established a maximum mill levy rate of 40.286 mills to support the upcoming budget year. A combined revenue neutral rate and budget hearing is scheduled for the commission's 5:30 p.m. meeting on Aug. 26.


Consolidated Fire District No. 1 seeks mill levy increase for new hires

DOUGLAS COUNTY, Kan. - Commissioners unanimously approved a notice of intent to exceed the 2027 revenue neutral rate for Consolidated Fire District No. 1, setting a maximum levy rate of 9.883 mills. A fire district official confirmed the district plans to use the funds to execute a phased hiring plan, bringing on six firefighters early in the year, followed by captains and a chief by June. The public hearing for the fire district's budget will also take place Aug. 26.

The informational report, which does not immediately change any regulations, aims to identify gaps, modernize the county's zoning rules and better align development regulations with long-range planning policies and current infrastructure capacities. Commissioners discussed taking a phased "triage" approach to implement the recommended regulatory changes, expressing a desire to immediately address daily regulatory pain points — such as requiring infrastructure capacity checks earlier in the rezoning process — before tackling broader, multi-year policy conversations with neighboring municipalities regarding shared urban growth areas. As part of the review, consultants also recommended the county create a future land use map specifically for its unincorporated areas, explaining that a dedicated map would provide a clear framework for appropriate development types and intensities outside city limits, reducing the need to debate growth questions on a parcel-by-parcel basis and offering more predictability for prospective property owners.


County confirms 'de facto' moratorium on data centers

DOUGLAS COUNTY, Kan. - The commission clarified its regulatory stance on data centers, confirming that a "de facto" moratorium is already in place for unincorporated areas of the county. Unlike the city of Lawrence, which recently passed a formal two-year moratorium on large-scale data centers, the county's zoning regulations do not currently list data centers as allowed uses. Douglas County planning staff noted this omission prevents data center applications from being processed or approved until the county explicitly drafts regulations to allow them.


Haskell Indian Nations University advocacy awaits clear legislative ask

DOUGLAS COUNTY, Kan. - Efforts by local officials to formally advocate for Haskell Indian Nations University amid recent accreditation and funding concerns remain paused while leaders determine a specific legislative request. A commissioner noted that ongoing discussions with a Lawrence city commissioner and the Bureau of Indian Education aim to identify a concrete "ask" before local governments send a joint letter to congressional committees regarding federal legislation related to Haskell.
