Enel Green Power ends Hope Ridge Wind Project after permit is rescinded
DICKINSON COUNTY, Kan. — The Dickinson County Planning Commission was told that the county has rescinded the conditional use permit for the Hope Ridge Wind Project at the request of Enel Green Power. Zoning Administrator Tim Hamilton announced the cancellation during the April 16 planning commission meeting, formally ending the proposed alternative energy development. The Hope Ridge wind farm proposal had generated significant public interest, but Enel Green Power's withdrawal halts any construction plans for the site.
Commission targets June for new data center and alternative energy regulations
DICKINSON COUNTY, Kan. — The planning commission expects to review a comprehensive resolution addressing alternative energy and data center developments in June. Staff members shared informational slides on data centers with the commission on Tuesday to allow members time to digest the material before formal discussions begin. The forthcoming measure, described as a draft text amendment, aims to establish updated zoning guidelines for large-scale energy and technology infrastructure within the county.
Planning commission to weigh moratorium extension on energy projects
DICKINSON COUNTY, Kan. — County planners will soon decide whether to recommend extending Dickinson County's current development moratorium, which staff said is set to expire on July 1. Staff reminded the planning commission that they must consider the extension during their May 21 or June meetings to avoid a lapse. The moratorium provides the county time to draft and implement new regulations for commercial renewable energy projects and data centers before accepting new applications.
310-foot cell tower approved north of K-15
DICKINSON COUNTY, Kan. — The planning commission unanimously approved a conditional use permit for a 310-foot guyed telecommunications tower situated north of Kansas Highway 15. Requested by a tower-development firm, the tower is expected to be anchored by Verizon but is designed to support up to three carriers to enhance cellular coverage in the region. The approval is contingent upon the applicant submitting final Federal Aviation Administration and Federal Communications Commission documentation prior to receiving a building permit.
Action deferred on second telecommunications tower proposal
DICKINSON COUNTY, Kan. — A second cell tower proposal was tabled by the planning commission until further notice. The applicant requested the delay to conduct additional due diligence and finalize details with site consultants. The commission voted unanimously to hold the application, with the possibility of revisiting the conditional use permit at their May 21 meeting if the developer is ready.
Staff briefs commission on federal preemption of local cell tower heights
DICKINSON COUNTY, Kan. — During the review of telecommunications conditional use permits, county staff briefed the planning commission on the regulatory limits imposed by the federal Telecommunications Act of 1996. Zoning Administrator Tim Hamilton said local governments are generally restricted to regulating structural safety and setbacks, as federal regulators oversee broader requirements. Staff added that some local standards established before 1996 may be treated differently than rules adopted afterward.
Abilene short-term rental granted approval for four-room expansion
ABILENE, Kan. — A property owner received unanimous approval to expand an existing bed-and-breakfast facility at 2321 Center Detroit St. The conditional use permit allows the addition of four rooms to the rural short-term rental, which the applicant said operates on well water and a public sewer system. The applicant said the expansion will help accommodate tourists visiting the Eisenhower Presidential Library and Museum and other Abilene attractions.
