Community Corrections returns over $107,000 in unspent state funds
COWLEY COUNTY, Kan. — Cowley County Community Corrections will return $107,651.52 in unspent grant funds to the Kansas Department of Corrections for the close of fiscal year 2026. Staff reported that the primary reason for the surplus was personnel vacancies throughout the fiscal year, which left more than $75,000 in unused salary and benefits. Despite the vacancies, personnel remained the agency's largest expenditure for the year at $348,087.10.
Commission approves $62,000 budget adjustment for adult corrections
COWLEY COUNTY, Kan. — Commissioners unanimously approved a $62,340.13 budget adjustment within the adult Community Corrections comprehensive grant. The adjustment reallocates funds from non-administrative salaries and benefits into several other categories, including $46,279.50 for capital improvements and $3,000 for sex offender treatment services. Staff noted the financial changes reflect an ongoing commitment to evidence-based supervision practices that prioritize client barrier reduction.
Juvenile Services reallocates $45,000 for capital improvements
COWLEY COUNTY, Kan. — The commission approved a $45,093 budget adjustment for the Juvenile Services comprehensive grant. Similar to the adult corrections grant, the juvenile department accumulated unspent funds due to ongoing personnel vacancies. The approved adjustment transfers the surplus from salaries to capital improvements to align the grant budget with actual expenditures prior to the state grant's closeout.
County approves contract for jail floor repairs
COWLEY COUNTY, Kan. — The commission approved a contract with Icon Structures not to exceed $13,215 for floor repairs at the county jail. The repairs will address damage to the facility, fix bare flooring where half-walls were removed in the booking area to prevent jumping injuries and restore a kitchen area previously excavated to correct drainage pipes. The project will also unseal kitchen drains to allow staff to remove debris and perform future maintenance.
Commission approves water district boundary change for rural landowners
COWLEY COUNTY, Kan. — The Cowley County Commission unanimously approved a service boundary change for Chautauqua County Rural Water District No. 2 following a public hearing Tuesday. The change allows 10 Cowley County landowners, who currently rely on failing 56-year-old private pipes or well water, to be annexed into the Chautauqua County district. Landowners noted they have already received a technical grant from the Kansas Water Office and plan to submit a construction grant application in September to fund a new water line.
Commission approves response letter to Evergy regarding Buffalo Flats transmission project
COWLEY COUNTY, Kan. — Commissioners unanimously approved a response letter to Evergy addressing local concerns regarding the Buffalo Flats transmission project. In a finalized letter to Evergy project manager Kahle Loveless, the commission requested the utility select a transmission route that most closely follows the existing transmission corridor through Cowley County rather than establishing a new corridor across previously undisturbed lands. The board wrote that co-locating the linear infrastructure would minimize agricultural fragmentation, reduce impacts to private property owners, preserve natural resources and lessen visual impacts while achieving the project's reliability objectives. The board approved sending the finalized correspondence without further public debate.
Kyla Plank selected as Silverdale Township clerk
COWLEY COUNTY, Kan. — The commission appointed Kyla Plank to serve as the clerk of Silverdale Township, filling a vacancy left by the resignation of Kyle Kielhornn. Plank will serve the remainder of the current term, which runs through the end of the year. The clerk position is on the upcoming general election ballot.
