Former deputy county manager awarded Medal of Merit

COCONINO COUNTY, Ariz. — The Coconino County Board of Supervisors awarded the Medal of Merit to former Deputy County Manager Kim Musselman on Tuesday, recognizing her 31 years of public service. Musselman, who retired last year, was heavily praised for her leadership as incident commander during the COVID-19 pandemic, where she spearheaded the local emergency response, testing and vaccine distribution across the region's 18,644 square miles. The medal is the highest recognition bestowed by the board for extraordinary community service.

Jay Smith named interim flood control director, right-of-way contract approved

COCONINO COUNTY, Ariz. — Jay Smith was officially acknowledged as the new interim administrator for the Coconino County Flood Control District during Tuesday's meeting, stepping into the role following the retirement of Lucinda Andreani. The board also approved an on-call right-of-way services agreement with Sonoran Land Resources LLC. The contract will provide services not to exceed $350,000 annually through June 30, 2027, primarily supporting ongoing flood mitigation projects in the area.

Board of Equalization approves $106.5 million property value reduction

COCONINO COUNTY, Ariz. — Acting as the Board of Equalization, supervisors accepted a hearing officer's decision to reduce the full cash value of an unidentified commercial parcel to $106,502,222 for the 2027 tax year. The reduction followed a due process hearing where both the petitioner and the assessor's office presented additional information. The board accepted the decision unanimously, noting that property owners still maintain the right to appeal the decision to tax court.

Mormon Lake Lodge liquor license application moves forward

COCONINO COUNTY, Ariz. — The Coconino County Board of Supervisors unanimously recommended approval of a Series 006 bar liquor license for the Mormon Lake Lodge following a brief public hearing. The application, filed under a change of business ownership, faced no opposition from the public, law enforcement or health departments. The board's recommendation will now go to the Arizona Department of Liquor Licenses and Control for final approval.

TeleMVD kiosks coming to local health facilities

PAGE, Ariz. — Page residents will soon be able to access Motor Vehicle Division services without visiting an MVD office, following the board's approval of an intergovernmental agreement with the Arizona Department of Transportation. Two TeleMVD kiosks will be installed at Coconino County Health and Human Services facilities, allowing users to meet virtually with representatives to renew vehicle registrations, print driving records and obtain temporary driver's licenses. The kiosks are expected to be operational in approximately six weeks.

High Country Humane merges with Coconino Humane Association, closes outdated facility

COCONINO COUNTY, Ariz. — High Country Humane officials provided an operational update following their recent collaborative merger with the Coconino Humane Association. Due to what officials described as severe structural and code issues — including a compromised roof and inadequate kennels — the former Coconino Humane Association facility has been closed for winterization, saving the organization $8,000 per week. High Country Humane is currently managing the combined animal population at its main campus, though officials noted the shelter is operating consistently over capacity and relying heavily on a behavioral medication protocol to help animals transition into the crowded environment.

Board urges voter participation ahead of general election

PAGE, Ariz. — Supervisors took time during Tuesday's meeting to encourage residents to cast their ballots early for the upcoming Nov. 3 general election. County officials highlighted the availability of mail-in voting, secure drop boxes and early in-person polling locations across the Page area. The board unanimously approved election-related consent items while formally thanking local precincts and poll workers for their ongoing efforts in facilitating the democratic process.
