Board unanimously passes $460.4 million FY 2027 budget

COCONINO COUNTY, Ariz. — A balanced $460.4 million final budget for fiscal year 2027 was unanimously adopted during Tuesday's Coconino County Board of Supervisors meeting, led by Chair Patrice Horstman. Presented by County Manager Andy Bertelsen, the budget includes a $15 million stability fund for emergencies, such as natural disasters or a sudden loss of external funding, alongside a mandated $25 million general fund reserve. Significant capital projects included in the budget are the demolition of the 63-year-old unused Old County Jail in downtown Flagstaff and other improvements to county facilities.

COCONINO COUNTY, Ariz. — Local property owners will see a decrease in the primary property tax rate, though the total tax levy will increase due to rising property values. The Coconino County Board of Supervisors voted to adopt a fiscal year 2027 primary tax rate of $0.4780 per $100 of assessed valuation, a drop from the previous year's rate of $0.4830. Because overall property valuations have risen, a truth in taxation hearing was required to notify taxpayers of a slightly higher overall revenue collection.


Coconino County Flood Control District adopts $53.9 million mitigation budget

COCONINO COUNTY, Ariz. — A nearly $54 million budget was adopted for the Coconino County Flood Control District, heavily bolstered by state and federal grants. The fiscal year 2027 budget allocates funding for multiple flood restoration, post-wildfire mitigation and National Flood Insurance Program-related projects. The budget also accounts for about a $19.5 million federal PROTECT grant to further aid in local infrastructure efforts. The district's secondary tax rate will remain at $0.5000 per $100 of assessed valuation, though rising property values will result in increased tax collections, which county officials noted provides critical matching funds needed to leverage federal and state resources.


Coconino County Public Health Services District budget passed at $19.3 million

COCONINO COUNTY, Ariz. — The Coconino County Board of Supervisors, convening as the Coconino County Public Health Services District, approved a $19.3 million final budget and maintained its secondary tax rate at $0.2500 per $100 of assessed valuation. Health and Human Services Director Michele Axlund noted the district will combine property-tax revenue with general fund support and various federal and state grants. The district oversees essential local health operations, including clinics, immunizations, epidemic response and the Coconino County Medical Examiner's Office.


Coconino County Jail District budget includes major medical redesign funding

COCONINO COUNTY, Ariz. — Supervisors approved a $45.4 million budget for the Coconino County Jail District, funded primarily through dedicated district revenues and general fund maintenance contributions. The budget includes continued funding for an ongoing medical redesign project at the Coconino County Detention Facility, operating under the authority of Sheriff Bret Axlund, to ensure comprehensive health services and safety for inmates. Additionally, the budget allocates funding to implement a new jail management system and other capital renewal projects.


Coconino County Library District anticipates new bookmobile in $7.8 million budget

COCONINO COUNTY, Ariz. — The Coconino County Library District will operate on a $7.8 million budget for fiscal year 2027, funded by an unchanged secondary tax rate of $0.3156 per $100 of assessed valuation. Flagstaff City-Coconino County Public Library Director Jennifer Stasinopoulos shared an update during the budget presentation, announcing that a highly anticipated new bookmobile is currently under construction. The mobile library is expected to hit local roads later this year, restoring crucial mobile outreach routes to remote areas across the county, including scheduled service stops at the Page Public Library to benefit residents in Page and surrounding communities.
