City Commission delegates hiring, leave authority to administration

MCPHERSON, Kan. — The McPherson City Commission on Tuesday adopted a resolution granting the city administrator and human resources department greater authority over hiring and administrative leave decisions. Resolution No. 26-02 allows administration officials to extend employment offers, set starting pay within approved budgets, and place employees on paid administrative leave for non-disciplinary reasons, such as during investigations or to protect public safety. While the measure is designed to streamline personnel actions and maintain efficient operations, the commission retains exclusive power over involuntary terminations and final disciplinary measures resulting in separation.
